He is a Pakistani citizen on paper but has managed to secure state government jobs to four of his family members to the utter shock of authorities who have now ordered a magisterial probe.
Additional Commissioner Sudershan Sharma commenced the probe ordered by the Jammu and Kashmir Home department today and has been asked to submit a report to the government within one month.
Official sources said Sarwar Hussain, a Pakistani passport holder, was able to secure government jobs for his wife, two daughters and a son in the social welfare and law departments in J and K , official sources told PTI.
The incident came to light during an investigation into cases of various Pakistani citizens staying illegally in the border state.
"We are looking for the relevant records in this direction and will hand over the same to the probe officer soon," Rajouri District Development Commissioner (DDC) Rafeeq Ahmed Shah said.
Sarwar even managed to enter politics and became a National Conference (NC) activist and in 2003 joined PDP. In an alleged collusion with revenue officials, he managed to get a state subject certificate, backward class certificate and similar certificates for children too.
Using his political influence, Sarwar got the government jobs for his family members, official sources said. His wife Zohra Begum was appointed as 'anwari' worker in social welfare department while his elder daughter Zahida Bano got a clerical job in the same department. His son Murtaza Ahmed and another daughter Jasmeen Akhtar got jobs in the state law department, the sources said.
According to preliminary investigation, Sarwar Hussain, who hailed from Gujranwala area of Pakistan arrived in Thanamandi hamlet of Rajouri District on a one-month visa on May 22, 1980 to stay with his relatives.
After expiry of the visa period, his visa term was extended by two more months by the authorities. However, he stayed back illegally after expiry of the second visa term without the knowledge of authorities.
Sarwar had come to Rajouri with his wife Zohra Begum, daughters - Zahida, Jasmeen and son Murtaza . Two more sons and one daughter were born here.
However, when intelligence agencies came to know about his illegal stay in 1984 they tried to forcibly deport the family to Pakistan. However, Sarwar moved the Jammu and Kashmir high court and his deportation was stayed.
Sarwar had crossed to Pakistan in 1955 along with his family from Bhudal area of Rajouri district and settled in Pakistan's Gujranwala.
