No slackness in developmental scenario: CS

Calling upon all the heads of the departments of Jammu province to shoulder their responsibility after darbar move, the Chief Secretary, Mr B.R Kundal also cautioned them to be alert as press is alive to watch each and every activity minutely.
He said that time bound completion of works do not give rise to controversies but generates positive public opinion that government is making sincere efforts towards progress and development of the state.
The Chief Secretary was speaking at a high level meeting of provincial officers to review the pace of implementation of development schemes.
Among other Divisional Commissioner, Jammu, Mr Sudhanshu Pandey, District Development Commissioner, Jammu, Mr. Hirdesh Kumar Singh, Vice Chairman JDA Mr Ashok Parmar, heads of all departments, and other representatives were present.
Chief Secretary addressing the officers expressed his keen desire to give impetus to the development works and called for conducting joint meetings of coordinating departments, organizations and even private agencies so that fruitful results are obtained on ground rather than indulging in meaningless correspondence. He emphatically made it clear that all schemes will be implemented within stipulated time and any laxity leading to delay would be dealt sternly.
Reviewing the overall development scenario, Chief Engineer R&B informed that 100 project worth Rs. 250 crore have been forwarded to NABARD for clearance. Construction of road from Airport to Tawi Bridge at the cost of Rs. 1.50 crore and foot path of Kanak Mandi at the cost of Rs. 15 lakh were also discussed and immediate release of funds was sought.
Informing about the non-availability of departmental vehicles affecting the progress of works, the Chief Engineer said that Rs. 30 lakh were provided from which only four vehicles could be purchased. He asked for providing sufficient vehicles for mobilization of department and preventing slackness in supervision and delay in execution of projects.
Mr. Kundal taking serious concern over the encroachments over footpaths by business establishments and conversion of residential colonies into commercial markets, asked for conducting an enquiry into the matter and ensuring that the practice is stopped immediately.
Expressing concern over the reduction of catchment area of Ranbir canal and lack of irrigation facilities at the tail end in kandi areas especially the rice bowl of R. S. Pura, Bishnah and Marh, Mr. Kundal impressed upon the concerned officers to revive the tubewells which are non-functional due to voltage problem. He was informed that out of 37 defunct tubewells, 10 will be made functional in the current year. Apart from this, 10 new schemes are being implemented in different areas to augment irrigation facilities, besides digging of 100 tubewells. Out of the 665 minor irrigation schemes, 90 percent have been executed. He asked for formulating a proposal for energisation of tubewells as pilot projects under Rajeev Gandhi Grameen Vidyutikaran Yojana by linking it with the agriculture sector. This would not only provide irrigation facilities to the rain-fed areas but also lead to rural electrification in phased manner. He also called for early completion of major irrigation projects ensuring no shortage of irrigation facilities during Rabi season.
Emphasizing on coordination between various line and executing departments for removing the bottleneck in execution of schemes and ensuring early completion, the Chief Secretary asked the ERA authorities and PHE departments to complete the Sitlee Plan within the scheduled time frame. He was informed that out of 30 tubewells being dug up to augment the drinking water supply, 8 tubewells have been dug and one likely to be commissioned soon.
Reviewing the power scenario, Mr. Kundal called for diversification of resources and utilizing liquid fuel and in power generation by involving the private sector in electricity generation. He also asked the Chief Engineer PDD to minimize electricity curtailment during the coming winter months
