| Fly over - a death trap | | Departments pass buck on each other | | Vikas Sharma Jammu | Nov 12 While the much talked about fly over in Jammu city has failed to ease traffic pressure on the existing roads, it has virtually become a death trap for the people traveling on the vehicles on it due to the rash and unmindful driving. During the last two months alone four persons lost their lives while a dozen others sustained injuries due to the negligent and fast driving. The concerned departments responsible for maintaining the flyover and regulating the traffic on it have been blaming each other for unplanned design of the fly over causing more problems than solving the ever growing traffic jams in the city of temples. Though the concept of flyover in other parts of the country has been very successful but regrettably it has failed in the city of temples which is experiencing frequent road accidents and traffic jams for hours together. While some agencies blame the traffic department for its failure in streamlining the traffic on the flyover, the traffic department blames the other agencies like PWD and JDA for its poor maintenance and for not putting up speed breakers. The over speeding of vehicles on the fly over has given rise to the accidents. According to police sources, during the last two months alone, there were around more than half a dozen accidents on the flyover and the similarity in all these accidents was that these occurred at a specific location on the flyover. In these accidents around four persons lost their lives and more than 10 persons sustained injuries. The Traffic Department officials when contacted told EARLT TIMES that they have already recommended certain measures including putting up speed breakers and erection of some additional barriers to avoid the frequent accidents but till date no action seems to have been taken by the agencies concerned . When some senior officers of JDA were contacted they bluntly refused to own the responsibility and instead held PWD responsible for the maintenance of the fly over.. When Early Times contacted PWD authorities, they said that the flyover was constructed according to the design prepared by the company and now it is impossible to erect some additional barriers on the flyover. They maintained that according to the Indian Road Congress Rules no speed barriers are allowed on the fly over anywhere in the country and held negligent and rash driving responsible for traffic mishaps on this fly over. They further said to check the growing number of accidents on this very fly over, the traffic department should deploy its cops on it to ensure that the vehicles plying on it does in no case exceed the prescribed speed limit and those found violating the norms are challaned besides initiating other legal action as provided under the Motor Vehicles Act. |
