Is NC, PDP noise over HR violations part of pre-poll strategy ?

What intrigues political leaders and people is the way National Conference and PDP leadership continue to rake up the issue of human rights violations in Jammu and Kashmir by the security forces, on one hand, but on the other their leaders keep mum over the killing of their party activists. Is it a part of the pre-poll strategy being adopted by the National Conference and the PDP to seek voters support ?
The National Conference leaders and those belonging to the PDP have been condemning, day in and day out, killing of two youths allegedly by the Army but have never uttered a word over the killing of several activists of the National Conference, including two corporators ,and the PDP. They have not condemned the militant attack on the Bandipore house of Usman Majid, MLA who has been supporting the coalition Government .
While the militants have stepped up the level of violence by killing civilians and political activists to create as much scare as was needed for ensuring total response to their call for poll boycott, the National Conference and the PDP, both being Valley centric, have preferred to adopt a passive attitude as the two were getting ready for measuring swords in the next Assembly election. Insiders say that since the PDP was keen to sustain its base in Kashmir and the National Conference eager to regain the ground it lost in 2002 poll, both these organizations try to keep the militants in good humour so that its leaders and those fielded by them in the election did not face any problem.
These inside reports say that by berating the security forces for even minor human rights violations, leaders of the PDP and the National Conference do not foresee any danger but castigating militants would endanger their lives and affect their poll fortune.
However ,a senior APHC leader, Prof. Abdul Gani Bhat says that “ I do not think that the National Conference and the PDP were trying to win the goodwill of militants by keeping mum on incidents of violence triggered by them.” He said “We condemn all sorts of violence. But we cannot sit silent if the security forces commit human rights violations.” He said “regular forces are supposed to have a deeper sense of responsibility. We cannot condone if they indulge in human rights violations.” He said “human rights violations by the law enforcing agencies was more horrible than those committed by militants.”
General secretary of PDP, Nizam-ud-Din Bhat said “it is wrong that we take a biased view on human rights violations. When an activist of our party is killed by militants we first ascertain whether he or she belonged to the PDP or not.” He added “whenever we find that the slain civilian was a PDP activist senior party leaders visit their houses and express grief over the incident.”
He said “it is wrong to say that we only take cognizance of human rights violations committed by the security forces simply for seeking support of the electorate.
