Aspirations and hopes in particular for the demand of Chenab Valley Autonomous Hill Development Council now, has gained momentum in the hilly district of Doda emphasizing for the overall development of area. If recalled here since 2001 the demand has gathered momentum various demanding Hill Development Council on the pattern of Leh and Kargil Councils for the multidimensional development of district.
Politically active quarters within the Doda district often had tabled the statistics and categorically claimed that they are not narrating 'a cock and a bull story' but it is virtually that Doda district has been neglected over five decades and has confined to 'and' between the Jammu and Kashmir.
Recently the battle is pioneered by none other but by Sheikh Abdul Rehman Ex-MP and chairperson of Chenab Valley Autonomous Hill Development Council Movement who often reiterated that economic and political discrimination with Vast hilly region said the highest number of BPL Families i.e. 63000 highest as compared to other districts. He said the Doda not only suffered economic discrimination but political neglect also and pointed out that district catering huge populace of approximately 7.0lakh with 4,34,684 has no parliamentary constituency while Leh-Kargil that has low electoral 1,72,946 has doled with one. Further adding to it Rehman said that govt. itself vide SRO 126 dtd 28/6/94 has declared 562 villages of the total 655 villages in district socially and economically backwards but even then it has not turned its callous approach to said region. Rehman a veteran politician from the area said that, he wanted the hill development council status on the patterns of Darjeeling, Lahul-Spiti- Kinour (HP) and Leh and Kargil in our state as all this had responded very well in overall development of the said areas.
Abdul Majid Wani MLA Doda time and again in too had thrown his hat in this arena saying even dared to present the Private Bill favouring Hill Council Development for the development of the area neglected for the years since the status of 'District'granted in 1965 the district is facing neglect in all spheres. Wani who recently have introduced a Private Bill in legislative assembly demanding Hill Development Council but later has withdrawn the Bill on assurances of redressal of demands from Taj Mohi-ud-din Minister for CA&PD and Animal and Sheep Husbandry on behalf of chief minister.
Narrating the woes of the people of the Doda Wani told on the other this district has only 6.0% road connectivity and has lowest literacy rate even as compared to Leh and Kargil. He further underlined that neglect of Doda is evident from the lowest road length/100 sq. kms, which is vital for economic development of an area i.e. only 9.0kms/100 sq Kms against Jammu having 69.0kms, Kathua 41.5 kms, Rajouri 40.8kms, Poonch 32.0kms and Udhampur 29.9 kms.
