| Govt to count militancy victims | | | Early Times Reporter Jammu | Nov 26: To formulate a comprehensive plan for rehabilitation of the militancy victims, as recommended by the Prime Minister's Working Group, the state government is launching a survey of affected people. The survey is being conducted by the state's Social Welfare Department in coordination with the Rehabilitation Council. December 31 has been set as the deadline for completion of this survey. This will be perhaps the first such survey to obtain the authentic and reliable details and numbers of the actual militancy affected people, particularly the number of widows and orphans. The number of widows and orphans as a result of militancy has always been an element of propaganda as different groups have been presenting exaggerated figures. In this connection the Social Welfare Department is training its field officers to conduct the survey. Such an orientation programme for Children Development Project Officer (CDPO) under the chairmanship of Secretary Social Welfare department Mr. N. K Verma for conducting survey of militancy affected people was held here today. During the training programme, the participants were apprised about the role of Council for Rehabilitation of widows, orphans, handicapped and old-aged person who are victims of militancy. The objective of Council is to provide relief and immediate succor to destitute victims of militancy and to formulate and undertake programmes or projects, schemes for assistance to widows, orphan, handicapped, and old aged men and women of families affected by militancy in particular for their education, vocational training and rehabilitation. The Council also undertakes programmes for assisting the physical, psychological and economic rehabilitation of the widows, orphans, handicapped and old-aged persons particularly those which are affected by the militancy related activities. Speaking on the occasion, Mr. Verma asked the CDPOs to complete the survey of victims of militancy before December 31, 2007 and submit a detailed report by January 10, 2008 so that assistance can be provided for the rehabilitation of militancy affected victim especially of Jammu and Kashmir the widows, orphans, handicapped and old age persons whose bread-winner has been incapacitated due to militancy. He said that in co-ordination with the central government, other state government and cooperation of voluntary organizations/NGOs/ Commercial and Industrial organization and other bodies, the council is striving hard to providing timely assistance to the needy. He said that council also provides information services by setting up libraries, publishing the necessary literature to promote the objectives of the institution. |
