| Four ITIs being converted into CoE shortly | | | Early Times Reporter Jammu | Nov 27 Confederation of Indian Industry and J&K state council organized an interactive session with Government officials of the Department of Higher & Technical Education on converting it is into Centres of Excellence (CoE) under Public Private Partnership (PPP) Scheme. The session was chaired by Commissioner Secretary, Higher & Technical Education, Pramod Jain. Under the PPP scheme 1396 it is, throughout the country will be converted in CoE at the rate of 300 it is per year starting from the year 2007-08. The funds for the first batch of 300 it is amounting to Rs 774.50 Crores have already been sanctioned by the cabinet. Out of the Rs 774.50 Crores sanctioned for the first batch of ITIs, Rs 750 Crore would be used for up gradation of 300 ITIs and Rs 24.5 crore for management, monitoring and evaluation of the scheme. Thanking CII for organizing the session Jain said that 4 it is in J&K will be converted into Centers of Excellence during the year 2007-08 under the PPP scheme. For each ITI to be covered under the scheme, one Industry Partner has to be identified by the State Government in consultation with the Industry Partner has to be identified by the State Government in consultation with the Industry Associations. He asked CII to identify the four ITIs from the Industry perspective and invited the industrialists to come forward to adopt the selected ITIs and partner the State in the up gradation process. An Institutional Management Committee (IMC) will consist of 11 members with an industry partner as its Chairman. There would be four members from local industry to be nominated by the industry in such a way that the IMC is broad based. To monitor and implement the scheme a State Steering Committee (SSC) consisting of 140 members with Commissioner Secretary, Higher and Technical Education as its chairman will be formulated. Other members of the SSC will consist of Financial Advisor dealing with the concerned department. Chief Engineer of the State PWD or his nominee of the rank of S E, three industry representatives nominated by major industry associations, three members having knowledge, expertise and interest in vocational training nominated by the State Government, Director dealing with ITIs shall be the ex-officio member and shall act as Secretary of the S SC. The SSC will be assisted by a State Implementation Cell (SIC) with sufficient staff for management, monitoring and evaluation of the scheme. An interest free loan of up to Rs. 2.5 crores will be given by the Central Govt. directly to the IMC for up gradation of the ITI into a centre of excellence based on the Institutional Development Plan (IDP). The up gradation of state ITIs through the PPP mode will go a long way to bridge the gap between the curriculum taught in the technical institutes and what the industries require from their work force. Up gradation will ensure supply of customized skilled workers to the industry there by solving the skill shortage problem. |
