Chief Minister Ghulam Nabi Azad has
said that the cornerstone of his infrastructure development strategy is to complete the construction projects within a short time so that people are provided facilities without waiting for decades to see these completed, adding that rural J&K would present a changed look in the next 5 years.
Addressing a function after inaugurating the Bandrali Bridge over Aik Nallah on Yakh-Chimna Chak road in Bishnah about 25 kms from here today, the Chief Minister said that infrastructure development is the priority sector for his government and that about 450 construction projects in sectors like roads, hospitals, educational institutions, drinking water and irrigation have been taken up in double and triple shifts of work across the State. He said timelines have been drawn for their completion which is constantly monitored. He said 90% of these works would be completed within the stipulated time which is between 12 months and 30 months, depending on the quantum of the work.
The Chief Minister said that his government has changed the work culture in the State and projects that normally took years to complete are now executed in the shortest possible period, saving both cost overruns and time. He said when two years back he assumed the responsibilities of the government in J&K he was surprised to see that infrastructure projects started 10 to 15 years ago were still incomplete and people suffering on this account. He said this situation had resulted in the people, especially in villages and remote areas, not getting for decades the facilities they required. He said there are several areas in the State which still do not have basic facilities like healthcare, roads and bridges and in such areas patients have to travel 30 to 40 kms to reach a hospital. In some cases, he said, a critical patient is dead before reaching a hospital.
In his address, the Minister for R&B, Gulchain Singh Charak said that the Bandrali Bridge was a long pending demand of the local people which has been met by the government headed by Ghulam Nabi Azad. He said during rainy seasons the areas on either side of the Aik Nallah would be cut off from the highway, resulting in lot of inconvenience. He said in the R&B sector alone 115 works were taken up in double shift including the Bandrali Bridge. He said work is apace on all development projects which are being completed in record time. He said this was possible only because of the work culture improvement brought about by the Chief Minister in the State.
The Minister said that the Bandrali Bridge with a span of 137.20 mtrs was completed at a cost of Rs. 2.45 crores. Its construction was started on May 23, 2006. A population of 25,000 in villages Majua, Sangli, Khoj Pur, Shah Pur, Nandpur, Qaderay Chak, Bandrali, Suba Chak, Duali, Patyari and Chimna-Chak would be benefited by the construction of the bridge.
Earlier, the local MLA, Ashwani Sharma thanked the Chief Minister for taking personal interest in the construction of the bridge and facilitating the local population. He said the agenda of development with which Mr. Azad had started his tenure as the Chief Minister has helped in raising critical and much needed infrastructure in the State within time bound period.
