When Chief Minister Ghulam Nabi Azad set out on an development reality check he was shocked to see that not a brick has moved up on an ambitious industrial house envisaged to cater full range of industrial activities.
The Chief Minister has summoned entire record pertaining to project and approval of contracts for a detailed scrutiny as eleven years after its commencement the Udyop Bhawan is nowhere near completion.
Azad today had a surprise inspection of the under-construction Jawaharlal Nehru Udyog Bhawan at Railhead here and expressed concern over the inordinate delay in its completion. The foundation stone of the project had been laid a decade back in December 1996.
At the project site, the Chief Minister quizzed engineers and concerned officials for the slow pace of construction and fixed a meeting for tomorrow to discuss the issue. He called for the entire record of the project including allotment of work and reasons of delay in completion, saying that stringent action would be taken against the concerned officials as well as the contractor for the delay in the construction resulting in the cost overrun. The Chief Minister issued instructions for completing the work within four months and stressed on regular monitoring of the project execution. The revised estimated cost of the project is Rs. 14. 47 crores.
With a built up area of 1,09,989 square feet, the 7-storey Udyog Bhawan will house all the departments and corporations connected with the promotion and development of industries and working under the administrative control of the Industries and Commerce Department.
These include J&K Entrepreneurship Development Institute, Director, Industries and Commerce, SICOP, Director, Handicrafts, Director, Handloom, J&KSIDCO, Geology and Mining Department, J&K Handloom Development Corporation, J&K Handloom (S&E) Corporation, J&K Minerals Ltd. and J&K Cements Ltd. It would also have a conference hall and other facilities. The project is being executed by the Jammu Development Authority.
