| PAC reviews functioning of R&B, | | ‘Directs for early completion of NABARD projects’ | | Early Times Reporter Jammu | Nov 29 The Public Accounts Committee (PAC) of Legislative Assembly has directed the Secretary Public Works Department (R&B) to streamline the functioning and make optimum use of NABARD funds so that the benefits of schemes reach the needy on ground. The Committee asked the Secretary to personally monitor the NABARD schemes and take measures for early clearance of pending projects to the tune of Rs. 6.64 crore so that the pending road projects could be taken in hand at the earliest. The Committee asked the Secretary R&B to conduct departmental inquiry to ascertain the reasons for purchasing cement by some divisions on exorbitant rates from the open market and submit the report within a month.. The PAC that met here today with MLA Mian Altaf Ahmed in chair reviewed the functioning of various schemes implemented by the R&B Department and suggested various measures for improvement. The Committee also discussed CAG's Report for the years 2002-03 and 2005-06 and asked for simplifying procedure for purchase and procurement of material. The procurement should be done in such a way that material may not get wasted and government funds prove fruitful. The Committee asked for regular physical verification and administrative inspections of all stores to ensure unnecessary storing of material. The material should be procured after obtaining the requirements from the concerned divisions and supplies should be properly entered in registers. The department should conduct timely re-conciliation with various wings and total transparency should be maintained, the Committee opined. The Secretary R & B Shalendra Kumar briefed the Committee about the status of various on-going projects and other schemes being implemented by the Department. He apprised the Committee that department has already taken certain corrective measures to ensure that previous mistakes are not repeated. The department has been conducting regular inspections and physical verifications of stores and streamlined the functioning of stores. Among others, the meeting was attended by legislators Mohammad Sartaj Madni, Raman Bhalla, Yogesh Sawhney, Mula Ram, Dr. Chaman Lal, Mohammad Aslam Khan, Harshdev Singh, Bilal Lodhi, Deputy Accountant General J&K, Director Accounts & Treasuries M. I. Khandey, Chief Engineers, R&B Jammu, Kashmir and officers of Assembly Secretariat. |
