Jammu | Nov 30: Notwithstanding Chief Minister Ghulam Nabi Azad's claims of transparency and accountability, the corruption level in the state has been touching new heights with bureaucrats caring two hoots for the orders, verbal and written, of the ministers.
The department of Roads and Buildings under the charge of `Mr Clean' of Congress Gulchain Singh Charak and not so clean of Peoples Democratic Party Khalil Bandh is making headlines for the flouting of norms and dishonest practices by the officers.
The claims of Minister for R&B Gulchain Singh Charak of double shifts and triple shifts in execution of developmental projects are falling flat with contractors cribbing the day. They executed the works ordered on Minister's assurance with no payments even after completion of the projects.
While the Chief Engineers R&B Kashmir, he brought for the speedy execution of works are defying the orders of ministers with impunity.
Sources told NAK that Chief Engineer R&B Kashmir flouted the written order of Minister of State for R&B Khalil Bandh for retaining a Head Draftsman at his place of posting for some time claiming that the transfer was effected after complaints, but the same officer transferred a Junior Assistant 'prematurely' for the reasons best known to him.
Sources said that the 'influential' Junior Assistant, Khurshid Badroo, who joined the R&B department as Chowkidar was promoted as Road Worker and then officiating Junior Assistant. He was posted to R&B Division Kulgam and then vide SE's order No. SEAP/ACCTT/ESTB/33/04 dated 3-6-2004 transferred and posted to R&B Division Anantnag, sources in R&B department told News Agency of Kashmir.
Following charges of corruption by contractors and local residents, he was transferred to office of Superintending Engineer R&B Anantnag vide order number SEAP/ACCTT/Estb/416 of 2007 dated 25-08-2007. But the order was again modified at the behest of Junior Assistant and the Chief Engineer, who flouted the request of MoS R&B just for retaining a Head Draftsman, vide his order number CE/PWD/K-220/07 dated 19-11-2007 again posted him at the same place from where he was removed on corruption charges and has been posted as camp clerk in the same Division, sources added.
Irony of the case is that the Junior Assistant Khurshid Badroo, who has not been relieved by the SE office, was allowed to join at his old place of posting by the Executive Engineer, Anantnag.
The claims of transparency and efficiency by chief minister Ghulam Nabi Azad falls flat on its face in the wake of powers being exercised by the powerful bureaucrats.(NAK)
