Delhi orders effective vigil over routes along LoC

NEW DELHI, AUG. 22: Inputs available with the government of India suggest that the terrorist groups, assigned with the task of forcing youth in Jammu and Kashmir to join terrorist ranks, have earmarked at least 15 places in the troubled State for the purpose. The have been identified as Kalakote, Darhal, Surankote, Rajouri and Poonch in Jammu region and Srinagar, Sopore, Kulgam, Anantnag, Tral, Pulwama, Baramulla, Lolab valley, Kupwara and Handwara in Kashmir Valley.
Acording to the Ministry of Home Affairs (MHA), terrorist groups, based in Jammu and Kashmir, are continuously luring 'inocent children' to join terrorist ranks. These terrorist groups have been found acting on directions from their mentors across the Line of Control (LoC) and International Border. 'Innocent children' are from difrerent parts of the troubled State, particularly the rural and remote areas.
The Minister of State for Home, Sriprakash Jaiswal, has let it be known that the youth in J&K are threatened of dire consequences if they refuse to join the terrorist ranks. And if the argument of Jaiswal were any guide, the main factor behind the recruitment of this type "is to try and give more local colour to the ongoing terrorist violence sponsored from acros the border". As this phenomenon has triggered concern, if not commotion, in the law-enforcing agencies, the Centre, to quote Jaiswal, has highlighted the need of "effective vigil over the routes along the LoC in the inaccessible areas, thereby intercepting such youth before they cross over to the other side for obtaining training".
This apart, the J&K police and other security agencies continue to be under orders to target over-ground support structure of terrorists and anti-national elements. The government of India's strategy to counter terrorism gives primacy to dialogue, democratic process and the rule of law. There is no concrete information with the government about the illegal stay in J&K of the number of Pakistani nationals. However, the Home Ministry's statistics reveal that as many as 25 Pak nationals are staying in the State on long-term visa. These 25 Pakistanis are among 1,735 nationals from Pakistan who are staying in India by extending their visas.
At a time when New Delhi has re-emphasized the criticality of the fulfilment of Pakistan President, Gen. Parvez Musharraf's commitment of January 6, 2004 not to permit any territory under Pakistan's control to be used to support terrorism in any manner, Sriprakash Jaiswal has divulged that Pakistan's ISI continued to aid and abet terrorists.
What seems to have caused anxiety and conern in Delhi's power corridors in recent times is the sinister role being played by anti-national elements in various educational institutions in Kashmir. A section of these elements, according to government sluehts, could be loyal to, or influenced by, the Students Islamic Movement of India (SIMI).
Sriprakash Jaiswal has placed himself on record as saying that the banned SIMI has been indulging in activites which are "prejudical to the security of the country and have the potential of disturbing peace and communal harmony and disrupting the secular fabric of the country". And highly sensational is the official finding: "SIMI is in close touch with militant outfits which also include Lashkar-e-Toiba".
