Villages, hamlets and all un-connected areas to be brought under umbrella of massive road connectivity programme: Azad
Double shift system has yielded good results with the timely completion of hundreds of road projects

SRINAGAR, AUGUST 22 – “All the villages and hamlets spread in all loop and corners of J&K state even on mountains are required to be brought under massive project of road connectivity launched in the state under Bharat Nirman Programme and other Central and State Road Constructed Projects, in order to ensure equal development in all parts of the state”, said the Chief Minister Mr. Ghulam Nabi Azad while reviewing and monitoring progress of various mega and mini road construction programme being executed by R&B ministry of state.
Others present in the meeting included, MOS Roads and Buildings Mr. Ghulchain Singh Charak, Commissioner Secretary General Administrative Department Mr Khursheed Ahmed Ganai, Commissioner Serectary, Atul Dullu , Secretary to Chief Minister, Mr. Shaliender Kumar and Chief Engineers R&B Kashmir and Jammu
The Chief Minister appreciated the efforts of the engineers particularly May this year for executing the works under double shift system in a speedy manner. He said that he has received reports and also observed himself that works which were pending since long time have been completed in months.
Mr. Azad called upon the engineers to ensure the execution of road projects from starting point to tail end and avoid resorting to peace meal construction. He said taking up work in parts only creates inconvenience to the people and even leads to waste of government exchequer. He directed the engineers to ensure the use of quality material, better monitoring and timely completion of the under execution road projects in the state.
The Chief Minister said that his government is determined to provide better road connectivity to the people of the state especially people living in remote and far-flung areas who still lack this facility. He said better road communication is essential for socio-economic transformation of the ruralities and for the purpose the government has launched various new schemes under which every un-connected rural area is being connected with the urban areas.
He said that in order to ensure timely completion of ongoing road projects technical staff would be increased by way of contractual appointments of Junior Engineers. He said all preliminary requirements for such appointments have already been completed.
Minister of State for R&B, Mr. Gulchain Singh Charak informed the Chief Minister that work on Mughal Road is in full progress and the construction work on Thathri-Kilantran 40 km road project in Doda district is also under execution at a cost of Rs. 39 crore under Cetral Road Fund Scheme. He informed that the upgradation work on 37 km of this road is in progress and the execution of the project would be completed by 2008. Similarly, he said that the second tube of Habbak Nishat road which was non-functional during last several years has been completed under double shift system within three months.
Mr. Charak informed the Chief Minister that the engineers and the other associated staff of R&B Ministry is working in all parts of the state to accomplish their target for construction of road with full zeal, devotion and dedication.
The meeting also discussed the formalities to be fulfilled for execution of new projects, being taken under Bharat Nirman Programme in the State.
