HR day: PUCL demands powers to SHRC

On the occasion of World Human Rights Day, People Union for Civil Liberties (PUCL) reminded all parties and civil society members of the solemnity of the issue which was essentially a human problem and should not be used merely as means of propaganda to score political points. At the same time he demanded State Human Rights Commission (SHRC) be restored to its full strength and power.
Convener PUCL (J&K) Balraj Puri urged to pay special attention to killings of civilians irrespective of who might be responsible for it and demanded Convener PUCL (J&K) Balraj Puri Puri also demanded that the State Human Rights Commission be restored to its full strength and provided with its own investigation machinery under an IGP and empowered to have its own staff as was provided in the Act. Puri also has appreciated the initiative taken by Syed Ali Shah Geelani for condemning the action of militants who killed militants. He further suggested that all parties should consider extension of the jurisdiction of the National Human Rights Commission to the state under which all district authorities are required to report to the commission every incident of custodial death within 24 hours. He cited his own experience in getting prompt action of the commission on his complaints including of the army action in Charar-e-Sharief. But he regretted that the state government later restricted the jurisdiction of the commission to the state under to protect its so called autonomy. Puri also lamented the locked up office of the SHRC Commission in Jammu.
