| 11th FY plan takes off | | | New Delhi | Dec 19 Aiming at a nine per cent growth, the 11th Plan took off today with Prime Minister Manmohan Singh cautioning against the price pressures on food items and the adverse impact of global financial crisis on the economy. The five-year plan (2007-12) was approved by the National Development Council, the highest policy making body of the Centre and the states, amid demands by the Chief Ministers for greater flow of funds to them for tackling regional imbalances. Although exuding confidence that the economy could grow by 10 per cent in the terminal year of the plan, Singh listed out the areas of concern for the economy that could render the development lop-sided. Attaching highest priority to agriculture, education and health, the Plan earmarks more than half of the budgetary support toward these areas. The total outlay for the plan is Rs 36,44,718 crores, of which budgetary support would be Rs 14,21,711 crores. A debate was sparked off by Gujarat Chief Minister Narendra Modi when he alleged the UPA government was resorting to "communal budgeting." Singh debunked the charge, saying there was no attempt to divide the people on caste or religious lines and the focus remained on the most marginalised sections of the society. |
