| Employment: High on agenda, low on delivery | | | Early Times Reporter Jammu | Dec 22 If the pace on many fronts was ittle low, the year which is about to end had opened up at a promising note to offer employment to thousands of educated and unemployed youth. Even though the recruitment process for various posts is yet to be finalized and the schemes reflected in the budget proposals are yet to take shape but still the year 2007 held a high hope for the job seekers. Fresh from the New Year revelry January this year, the newspapers were replete with the job notifications issued by the recruiting agencies of the Jammu and Kashmir government. The Public Service Commission, the Subordinate Services Recruitment Board and the Divisional and District level recruitment boards announced filling up of thousands of posts at various levels. In the month of January alone, the recruiting agencies announced filling up of more than 6,000 posts. These notifications were issued in first week of January raising hopes among millions of aspirants waiting for the government jobs. Adding more to the expectations of the government job aspirants, the annual budget presented in the second week of January underlined the major thrust on employment generation. Detailing annual plan 2007-08, the Finance Minister Tariq Hamid Qarra had said that the fundamental objective of the new plan would be ensuring high, sustainable and inclusive growth more importantly a job generating economic growth. "Our approach to the new plan will, therefore, be intensive expenditure planning rather than extensive. It will also be important to fully provide our share for centrally sponsored schemes with a view to maximizing our access to the central funds. I have made a provision of Rs.400 crore in the next year's plan", he added. Though the year began at a very enthusiastic note but the initial enthusiasm thinned down as the subsequent months unfolded. Applications filed for most of the jobs notified in January are still in the process of scrutiny. In many cases the applicants are yet to get the call letters for the interviews. Interestingly, few lists of recruitments released by the recruiting agencies, particularly the Subordinate Services Recruitment Board, have got entangled in litigation after being challenged by some aggrieved candidates. The year is about to end but the recruitment process is nowhere near completion. Finance Minister's Rs 400 crore proposal for job generation too is yet to take off. Somewhere in the middle of this year the government had formed committees to recommend the comprehensive job creation plan. The committees visited several states but the final job generating mechanism is yet to take off. |
