| Former Health minister criticize coalition govt. | | | Early Times Reporter Jammu | Dec Former Health Minister, Veteran National Conference leader and a third time legislator in the State Assembly, Mian Altaf Ahmed today came heavily over the present coalition government for adopting a deliberate attitude to sabotage the constitutional safeguards available to the Tribes especially the Gujjars of Jammu and Kashmir. The Gujjar leader said Government of India provided us Tribal Status way back in 1991 but the present coalition is bent upon to grab our legitimate rights by issuing different SROs from time to time. "I call it a political aggression against Gujjars, the third largest community of the State after Kashmiri's and Dogras" He said. "There appears to be well thought out conspiracy to make Gujjars and Bakerwals play a second fiddle even though they are facing numerous hardships " the leader added. Gujjars must understand this that the present Congress led alliance is trying to cheat us ,we are the worst sufferers of the policies of the coalition government and their so called concept of healing touch, senior Gujjar leader said , while talking to media persons in summer capital today. He said all funds under the Special Assistance to the Tribal Sub Plan (TSP) meant for the welfare and socio-economic development of the Gujjars have not been released by the Social welfare department, government of Jammu and Kashmir so for and termed it mockery of the constitutional provisions. "The working season in tribal areas of State is already over and the file pertaining to release of funds under the Special Assistance to the Tribal Sub Plan (TSP) have becomes victims of red tapism of State Ministry of Social Welfare " Mian Altaf told. Mian Altaf added that the coalition government took a decision to establish a Tribal Directorate in the State there are no traces of its implementations which proving a last nail in the coffin of tribal development. The unit of Tribal Directorate established by the National Conference during its regime stands winded up by the coalition was supposed to work as a parallel organization with the Department of Social Welfare to look into the affairs of tribes and to monitor the funding but the government under its ulterior motives to bring harm to the cause of Gujjars and Bakerwals shut down the unit without assigning any reason thereof. He said there is no monitoring agency in place to oversee whether the funds meant for the Gujjars and Bakerwals are actually being spent on the specified schemes are not. Further elucidating the government policies against the Gujjars and Bakerwals, Mian Altaf Ahmed said that the government is misusing TSP funds in the non-tribal sectors which a denial of the constitutional rights to these communities. The Gujjar leader said that the government also diverted the Tribal funds of Doda, Baramulla, Kupwara and other district of State to other sectors not directly or in directly related to the Tribe . He said in such manner the government through its overt and covert decision and various agencies is siphoning off the funds meant for Gujjars and Bakerwals under various schemes. |
