VO presents challan against XEN REW

In a first case of its kind an engineer lodged a complaint against other engineer who offered Rs 20, 000 as bribe for favouring the accused engineer. The Vigilance Organization on the complaint of Bharat Bhushan Sharma the then XEN Vigilance Organization Jammu, registered a case under section 5(3) of J&K PC Act 2006 r/w section 165 A RPC against Sher Mohd Khan then I/C REW Doda and after investigation presented a challan.
According to Challan presented by CPO VOJ Purshtom Sharma that on February 24, 2006 Bharat Bhushan Sharma the then XEN engineering wing VOJ lodged a written complaint with the P/S VOJ alleging therein that a few months back in a joint surprise check he had conducted inspection of works of road constructed in different areas of district Doda and submitted a report about the works executed by the accused Sher Mohd Khan en XEN REW Doda. On February 24, 2006, Sher Mohd Khan accompanied by one Mintu JE came to his residence and asked the complainant to favour him with regard to the inspection of works which was conducted by the complainant. The complainant straightway refused for any favour and also told him that the relevant report has already been submitted. On this the accused Sher Mohd Khan asked the complainant for favour and offered him a packet. The complainant refused to accept the same but accused Khan kept this packet on a chair in his house and left the house of the complainant. The complainant came out of the house and chased him for returning the packet but he left the spot, on checking the packet he found Rs 20,000 in it. The VOJ conducted investigation in the case, during investigation the statement of witnesses conversant with the facts of the case were recorded and on the basis of the statement of the witnesses it has prima-facie being established that the accused approached complainant and offered him the bribe amount of Rs 20,000 and today produced the challan in the Court of Special Judge Anticorruption Jammu.
