| Article 370 a threat: Chaman | | | Early Times Reporter Jammu | Dec 29 Emphasizing for extension of 73rd amendment of the Indian constitution to Jammu and Kashmir state the former union minister and senior leader of the BJP Chaman Lal Gupta has observed that the so called special status granted to this state under temporary provision article 370 is not only a threat to the national interests but is proving discriminatory and detrimental to the democratic rights of the people residing in this part of the country. While, commenting upon the celebration of 15th anniversary of the passage of the Constitution (73rd Amendment) 1992, in parliament, he said that the ruling leaders stand guilty to explain why this amendment envisaging of the rural masses have not been applied in Jammu and Kashmir. He said, Panchyati Raj Act of 1992, is being acclaimed in accordance to the wishes of the father of the nation, Mahatma Gandhi, who had observed “ Democracy requires everyone, man or women, to realize his or her responsibility”. This is meant by Panchyati Raj, he added and questioned the leaders of the congress and its allies that whether the much claimed lessons of Mahatma Gandhi and later on preached by Shri Rajiv Gandhi were not for the people of this part of India.? He recalled that Panchyati Raj provision was introduced in Jammu and Kashmir in 1935 by the Maharaja to start empowering the rural masses but it was strange that since the Lok Raj has come to be in the state, even those powers have been jeopardized. Gupta pointed out that even the godbole committee in his report on reforms Jammu and Kashmir had strongly pleaded for empowerment of the rural masses in accordance with the Panchyati Raj Act of 1992, adopted by the center. This report was presented to the state government as far back as 7th August 1998. He further said that the so called special status is being used to have the despotic powers for the ruling Junta rather than making the democracy meaningful to empower the masses. |
