| Bill to seek reservation in LC, CoM | | Harshdev seeks support of parties | | Early Times Reporter Jammu | Jan 1 Former Minister and JKNPP, MLA, Harshdev Singh has sought support of all the political parties for the passage of a Bill introduced by him which is being taken up during the ensuing Budget session commencing from January 7. The Bill moved by Harshdev seeks reservation for Scheduled Castes in Legislative Council and in the Council of Ministers (CoM). Giving details, the JKNPP leader said that the Legislative Council which has an effective strength of 36 members does not provide for any reservation for SC community. It is ironical that SC category which is entitled for reservation in all institutions and democratic bodies has been unduly and wrongly deprived of the representation in Legislative Council, he lamented. Pointing out that though the Section 50 of the Jammu and Kashmir Constitution fixes the strength of the Legislative Council at 36, but it does not make any specific provision for SC category in it and alleged that most glaring instance of injustice to the category was done by the present dispensation which has not provided even a single seat to the community. The Bill moved seeks amendment in Section 50 so as to expressly reserve seats for SC Category in the highest democratic institutions, he maintained. Harshdev Singh has appealed all the political parties, who have been making tall pronouncements for safeguarding the rights of the deprived of its fundamental right for the last more than 50 years, to support the passage of the Bill providing for due representation to the SCs in the Upper House as also in the Council of Ministers. |
