| Panthers Party aiming at making budget session of Assembly highly stormy | | | Early Times Reporter Jammu | Jan 4 The budget session of the state Assembly, beginning here from January 7,is likely to be stormy as members of the opposition, especially the Panthers Party and the National Conference, were trying to sharpen their weapons to floor the Congress led coalition Government. Besides various issues the issue pertaining to the West Pakistan refugees, settled in Jammu, is expected to generate much heat. The Panthers Party and the BJP have moved separate bills for grant of citizenship rights and reservation in the state legislature to these refugees. Leader of Panthers Party in the Assembly, Harsh Dev Singh’s private members bill No.6 is slated for discussion during the budget session of the House. Harsh Dev Singh has, through the bill, sought that section 6 subsection 2 of the state constitution be repealed.. He has argued that this section of the constitution has kept the doors of those people who had migrated to Pakistan in 1947 and thereafter open for returning to Kashmir and seek resettlement. Harsh Dev said today this provision of the constitution is not only ironical but “dangerous to the interests of the state and India.” He said there was every possibility that many among the migrants to Pakistan may have been working in the ISI and the Pakistan Army and if they were allowed to resettle in Jammu and Kashmir it would a threat to the sovereignty of the country. He said that through the bill he has sought incorporation of new provisions in the state constitution which will facilitate grant of citizenship rights to West Pakistan refugees who have been living in Jammu for the last 60 years. He has also suggested that out of 25 seats kept vacant for the occupied Kashmir people at least eight seats be reserved for West Pakistan refugees. According to BJP MLA,Jugal Kishore,”I have also sent a bill to the Assembly secretariat seeking amendment to the state constitution for making a provision for grant of citizenship rights to west Pakistan refugees and reservation of at least five seats in the Assembly, kept vacant for Pakistan occupied Kashmir, to these west Pakistan refugees. Inside reports said that since the National Conference has lost hope of forging direct or indirect alliance with the Congress its members may not hesitate joining hands with the Panthers Party and other independent legislators for making ruling coalition’s going on the floor of the House difficult. Earlier the National Conference members used to target only the PDP ministers but now the party headed by Omar Abdullah will have no hesitation in targeting the Congress also. The ruling coalition is yet to finalize its strategy to meet the opposition arrows. There are indications that the ruling coalition may repeat the last session’s episode by expelling Harsh Dev Singh or any other volatile opposition member if the Government felt it was in for embarrassing situation. |
