Crime Branch Jammu has produced challan against a school Principal Kewal Krishan Lotwal S/o Ishwar Lal Kotwal R/o No.1 Talab Tillo, Jammu on 28-6-2006 in case FIR No. 6/2001 u/s5(1) E,5(2) P.C Act P/S Crime Branch Jammu.
Brief facts of the case are that on 04-10-97 a complaint was received from Director Technical education J&K Srinagar alleging there in that Principal Kewal Krishan Lotwal has made some appointment. Promotions, Change of cadres and under look misutilization of Govt. funds in excess of the requirement illegally. Whereas such posts fall under the direct recruitment quota. It was further alleged that the said Principal was making these appointment against the available post without referring to Service Selection Board. He has making these promotions/appointments against the direct quota post without observing the recruitment riles and person so adjusted have drawn salary against the new post also. Consequent upon this complaint a PE into the matter was initiated, which resulted into the registration of instant case.
During the curse of investigation, the seized/collected the relevant records, prepared seizure memos and also recorded the statements of Prosecution witnesses u/s 161 cr.P.C. The act of accused person caused loss to the state exchequer to the tune of Rs.11,81,113/=.as per the investigation conducted and evidence collected reveals that a prima-facie case is made out against the accused person, who has been challenged in the court of law for judicial determination.
