Sinha sees Azad, Mufti with one eye
Governor enlists achievements of five years

In sync with the fast warming up relations between the Peoples Democratic Party and the Congress, the Congress Lt Gen SK Sinha, in his address to the joint sitting of the legislature showered equal accolades on the Chief Minister Ghulam Nabi Azad and his predecessor Mufti Mohammad Sayeed for "remarkable achievements" of the government in fast five years.
Normally the Governor's address to the legislature throws light on the progress made in the current year but this time the address highlighted the achievements of the five years of the government as this was the last budget session of the present assembly. The hour long address of the Governor, which is approved by the Cabinet,offered equal credits to Azad and Mufti for the turnaround in the situation.
The remarkable among the mentions of the Governor were the opening of trans-LoC bus links which the Governor said that were made possible with the efforts of Prime Minister Manmohan Singh, Sonia Gandhi and Mufti Mohammad Sayeed.
Stating that common minimum programme of coalition partners lays due emphasis on building internal cohesion among the various regions of the state, the Governor said that during the leadership of Mufti Mohammad Sayeed and Mr. Ghulam Nabi Azad efforts had been made to promote internal harmony. "One of the CPM points related to the setting up the State Finance Commission and the commission has been constituted in August 2007", he added.
Referring to the steps taken by the government to reform the functioning of administration and make it transparent, corruption free and responsive, the Governor said that Chief Minister visited all the 22 district headquarters and gave new guidelines for redressal of public grievances in a face-to-face interaction sessions. He said that functioning in all the eight new districts in the state had been operationalized in April 2007 and key officers posted. "Funds have also been earmarked for development of infrastructure".
Declaring economic and social development as first priority of the government, Mr. Sinha said "for the current financial year the size of the Annual Plan is Rs. 4000 crore, excluding Rs. 850 crore under the PM's Reconstruction Plan (PMRP). For the next financial year, the plan size is projected at Rs. 4500 crore. This excludes around Rs. 1000 crore under the PMRP. Efforts are being continuously made to increase the capital component of the Plan outlay by way of transfer of revenue expenditure to the Non-Plan, as a result of which the capital component during 2008-09 is expected to increase by 23 percent".
Referring to the Roshni Scheme, he said that the scheme was showing good results. "Over 2.45 lakh applications have been received for vesting of ownership rights and an area of 1.52 lakh kanals has
already been approved for vesting of right".
Governor concluding his address said, "We have not only laid down a strong, stable and sustainable foundation of a peaceful and prosperous society but made commendable progress in the developments of infrastructure. As a result of our combined endeavors, achievements have universally impacted. People have developed a sense of belonging and their feeling of alienation has diminished, however, while this entailed a corresponding increase in their impulse for participation in the democratic process, it simultaneously raised their expectations. Meeting those expectations is a daunting task but we must not fail them".
He said, "As I look forward to the future I see a happy era dawning on the horizon. This cannot be possible without the cooperation of the people who are key to the process of restoration of peace and economic development and who are our ultimate sovereigns".
