| Genesis of Kashmir resolution lies in political solution: Rana | | | Early Times Reporter Jammu | Jan 9 Participating in the discussion on the Governor’s address in the legislative council first time MLC Devender Singh Rana on Wednesday said that genesis of the Kashmir resolution lies in the political solution. “There is a military dimension and there is an economic dimension to the Kashmir issue but the genesis lies in the political solution, Mr Rana said referring to five working groups formed by Prime Minister Dr Manmohan Singh during the round table conference in Kashmir. He said at the time of setting up of working groups the government had claimed that it will enhance the political spectrum to resolve the issue of Kashmir, in contrast, the Governor SK Sinha in his address to the joint session stated that a committee headed by the Union Home secretary has been entrusted with the job of overseeing and monitoring the implementation of the said recommendations. He said though four working groups have submitted their recommendations to the union government but the government is yet to take note of those recommendations."It seems they are sitting silent on those recommendations as no perceptible change is visible on the ground as per those recommendations". He said the most crucial working group on centre-state relations is yet to finalise its recommendations. Referring to another confidence building measure Mr Rana said at the time of launching Uri-Muzaffarabad bus service the government has claimed that it is fulfilling dreams of generations.But the truth remains that common people across the state desirous of undertaking that historic journey are still facing lot of hardships.Advocating the need for certain relaxations in the travel documents,Mr Rana said people should be allowed to board the bus with their authenticated identity proof. Castigating the employment package of the coalition government Mr Rana said despite having increasing list of unemployed youth in the state the coalition government has failed to formulate concrete employment generation policy.The govt lacks vision and is ruining career of youth in the state by frustrating them. He said in the year 2003 the Governor has made reference of the Employment Mission but in 2008 it is nowhere in sight.Quoting official document with loaded details of statistical figure on unemployment ,Mr Rana said as per rough estimates more than 1 lakh youth was registered as unemployed across different employment registration counters but no vacancy was filled in the year 2003-04-05.The youth today in the state has lost hope in the state government and has now also stopped visiting employment centres for their registrations. The track record of the coalition govt in the sector speaks volume of how the system is operating in the state, he added. Highlighting the plight of Industry sector in the state Mr Rana said the state government last year claimed that it has attracted investment worth Rs 2500 crores and provided job opportunities to 20,000 youth.The govt projected the same figures this year too.It is evident there is no growth at all.He said the state government propose setting up of IT Parks, and talked about Special economic zones but at present none existed on the ground.Toughing upon the issue of dignified return of Kashmiri migrants to their homeland, Mr Rana said despite spending huge sum of Rs 20 crore on constructing flats for Kashmir migrants in Sheikhpora Budgam state government could not do much to ensure their safe retrun.He said now the state government with assistance from the centre is constructing temporary accommodation facilities at Jagti near Jammu but not a single soul has been shifted from migrant camps. Referring to unrest in Leh-Kargil districts Mr Rana said the coalition government is playing politics by making Autonomous Hill council defunctional. Expressing deep concern over the poor state of affairs of the Municipal corporations Mr Rana said the Economic Reconstrcution Agency in the state is stuffed with funds released by the Asian Development Bank to improve the civic amenities in twin capital cities but the poor pace of municipal reforms aimed at improving tax receipts has not allowed the development agency to release those funds. There is no improvement on the ground, he lamented despite tall claims of the coalition government. On Power front Mr Rana said hundreds of crores of rupee have not bee utilized by the state government to strengthen its distribution network.He said last year the government announced that Baglihaar project will be commissioned till December 2007 and now they are claiming they it will be commissioned in the middle of the year 2008.Which is the right statement? He asked. Referring to various health projects and road projects Mr Rana said govt is only making hollow claims and doing little to mitigate sufferings of the poor masses.He said the coalition government has made district development boards dysfunctional. The single line administration system is not working anymore. There is no reference of North South National Highway corridor in the Governors address. On opening of degree colleges in the state Mr Rana said before opening new colleges the government should follow fix criteria and colleges should be provided with adequate infrastructure support to generate employable youth."If we teach our youth in colleges devoid of libraries and laboratories what type of graduates they will be"They won't be able to find jobs for themselves,he added. |
