| SHRC recommends recovery of compensation from cops. salary | | | Early Times Reporter Srinagar | Jan 10 Jammu and Kashmir State Human Rights Commission (SHRC) today recommended the government to recover Rs one lakh from the salaries of 11 police personnel as compensation to a person who, it said, was tortured by them during custody. Acting chairman of SHRC, Habibullah Bhat, also directed the police authorities to expedite the process of filing charge sheet against the "erring" police personnel who have been booked for inflicting wounds on the detainee during custody. The Commission passed the recommendations to the state government through chief secretary after Superintendent of Police Rajouri filed a report in which he held responsible 11 police personnel, including the then Station House Officer (SHO) of Darhal police, for causing bodily harm to one Ghulam Qadir during interrogation in November 2006. The Commission, therefore, recommends that Rs one lakh should be paid as compensation (to Qadir), the SHRC Chairman said. He said amount should be drawn from salaries and pension, if any personnel have retired, of the "guilty" cops. The SHO Mohammad Farooq Khan and Sub-Inspector Mohammad Bashir have been directed to shell out Rs 25,000 each while three constables; five special police officers and a follower have been asked to contribute the balance of Rs 50,000 as compensation towards Qadir. Bhat also recommended that the prosecution of the accused cops should be taken to logical conclusion in the trial court. If the charge sheet has not been submitted for trial, the same may be done expeditiously against all police personnel found liable during the investigations by police, he added. |
