| CBI presents challan against then Bank Manager, 10 Ors | | | Early Times Reporter Jammu | Jan 10 Central Bureau of Investigation/ ACB today presented challan in the Court of Special Judge Anticorruption Jammu against the then Sr. Manager Central Bank of India Rajinder Koul and 10 others in forgery case. Special Judge Anticorruption Jammu Mr. Kartar Singh while accepting the challan directed accused persons to furnish bail bond and personal bond to the tune of Rs 20,000 each failing which they will be sent to judicial lock-up. But the accused persons, who were present in the Court, were directed to comply with the court order and submit their bail bond/ personal bond. According to the CBI case it was alleged that Rajinder Koul then Sr. Manager Central Bank of India, Talab-Tillo Jammu had sanctioned and disbursed loans single handedly to the accused persons. No financial reports were prepared either for the borrowers or for the guarantors, though the same was required as per the norms of the bank. Most of the borrowing units are either not existing or even if they exist; they are not having the stocks/assets appropriate to the loan amount. The properties mortgaged against loans in the bank are also of much less value than the value shown by the evaluators and the properties mortgaged or in the shape of plots/agriculture land which too is against the norms of the bank. The balance sheets submitted by the CAs also seen bogus as the borrowing units do not seem to have possessed the assets shown in the balance sheets by the Chartered Accountants. Most of the loan accounts are irregular and most of the borrowers have not paid dues/ installment to the bank. Thus Rajinder Koul, in connivance with the borrowers, CAs and Evaluators appear to have cheated the bank for over Rs. four crores. After completion of the investigation, CBI held that it is clear that Rajinder Koul along with others cheated the bank and committed offences punishable U/Ss 120-B, r/w 420, 468, 471 RPC and 5(2) r/w 5(1) (d) of J&K PC Act.
