Pioneering College owner, Charak shares home truths

For Higher Education Minister Gulchain Singh Charak it was like revealing the home truths when his colleagues, competitors and mostly owners of learning shops raised questions on the B.Ed colleges.
Though the main question regarding regularization and fee structure was asked by Mohammad Yusuf Taing of National Conference but a wide range of supplementary questions were Charak's competitors in the B.Ed Colleges like Rajinder Singh Chib.
Charak and Chib are among the 'pioneers' who owned the B.Ed Colleges and set a trend for hundreds of politicians cutting across the party lines who later opened such colleges across the state. A powerful association of the B.Ed College owners led by Charak, Chib and Harbans Singh later petitioned before the Court that no more such colleges should be opened in the state.
Replying the main question of MY Taing in Legislative Council this morning, Charak said that the decision to set up more B.Ed colleges in the state was taken in 1996 to cater to the needs of large number of students opting for the same. After frequent representations, the government constituted a committee to examine the matter for opening up of a more colleges in both capitals of the cities however, after the matter was taken up in High Court, suitable criteria was fixed for setting up of new colleges.
He said "the fee structure in these colleges is the same as it was in vogue in 2003 as per High Court directions. The colleges violating the norms would be taken to task".
The Minister told the House there are at present 144 private colleges and two government colleges of education functioning in the state. A total number of 44241candidates are enrolled in these private colleges which includes 11845 locals and 32396 non locals".
These colleges are regularized and their fee structure and department watches the fee structure and monitors the functioning. He said that government has also constituted a fee structure committee for fixation of fee structure of professional colleges in the state and the matter is under examination of this committee".
