| Migrant properties being counted | | | Early Tiems Reporter Jammu | Jan 13 In a sequel to the Prime Minister's intervention on the internal confidence building measures among various segments of society, the state government has asked the concerned authorities to make a list of the properties of Kashmir migrants who had lest their homes and hearths on the onset of militancy. This instruction has been given following there commendation of the Working Group, constituted on the advice of Prime Minister, Dr Manmohan Singh. When the inventory was completed copies of it will be kept available for public viewing with concerned authorities in Jammu and Delhi. Official sources said that the inventory of the properties of the Kashmir migrants had been prepared in 1998 and since then the inventory was updated from time to time. However ,fresh review was being done as per the recommendation of the Working Group so that a detailed inventory was prepared. According to a Government document, a committee of officers comprising principal secretary General Administration Department, secretary Revenue, Divsional Commissioner Kashmir and Relief Commissioner (Migrant)has been constituted for updating the action plan forthe return of the displaced families to Kashmir. The action plan envisages return of about 2300families,comprising 13,000 souls, in the first phase. The locations have already been identified andthe Director General Police has been asked to make alternate accommodation available for the security forces to enable Kashmiri migrants to take possession of their residential houses, Under the action plan the Revenue Department has issued allotment order of 31 flats at Sheikhpora Budgam in favour of those Pandit families living in rented houses in Budgam. For improving the living conditions of migrants in several camps in Jammu the centre has funded the project related to the construction of two-room flats in Muthi. However, despite over 260 flats having been completed the allotment was being delayed for unknown reasons. The state Government has announced that those migrants who returned to the valley would be entitled to cash relief and free ration which they were getting in the camps in Jammu or elsewhere. For the migrant employees the state Government has conveyed to them that in case they decided to return they would be posted in areas of their choice. However, Panun Kashmir leaders, including Kuldeep Raina, General Secretary, say that the state Government has been posting youths belonging to the displaced famlies in far-flung areas in Kashmir which forced many among them to prefer losing their jobs and promotions to risking their lives. |
