Power debts: Govt major defaulter

The Legislative council today witnessed uproarious scenes when the National Conference members trooped to the well of the House while demanding a CBI inquiry in the killing of Dr Ghulam Nabi Lone, a former Minister, and a discussion on the allegations of corruption against a cabinet minister.
The NC members wanted the chairman to accept their notice on adjournment of the House so that a discussion was held on the charges of corruption leveled against a cabinet minister by Mr Shoab Lone,MLA in the Assembly. When the Chairman, Ghulam Nabi Lone,ruled that there was no provision for deferring the question hour adding that he will consider their demand after the end of the question hour the irate members walked to the well of the house and started shouting anti-Government slogans.
When the NC members found that the chairman was adamant on completing the question hour they staged a walk out from the House. However, they returned to the House after about 10 minutes and the Education Minister, G.S.Charak, stated that the Deputy Chief Minister will make a statement on the floor of the House during the second sitting. This pacified the NC members who resumed their seats.
During the question hour the Government admitted that huge power tariff arrears were pending against various state Government departments and public sector undertakings.
Replying to the question tabled jointly by Devinder Singh Rana of National Conference and Amrit Malhotra of the PDP the power Minister,Mr Babu Singh,said that since the power portfolio had been allotted to him recently he will look into the matter and take measures to recover the arrears .He said that a meeting would be convened shortly in which the scheme for deducting the tariff at sources would be finalized. He said that it would be improper for snapping power supply lines to the defaulters.
Babu Singh said that till ending November 2007 the outstanding of arrears on account of power tariff against state Government Departments and public sector undertakings was about Rs.576.05 crores.
The Department of Public Health Engineering topped the list with Rs.20830 crores as revenue arrears, followed by Relief Department ( Rs.6550 crores),PWD (R&B) Rs.3129 , Irrigation (Rs.945 crores) and Police Department (Rs.656 crores).
In reply to another question the Minister said that the power department had recovered Rs.381.24 crores as power tariff.Out of this Rs.255.90 crores had been recovered from the Jammu region and Rs.125.34 crores from the Kashmir region.
