Delay in rehabilitation of PoK refugees dominate question hour in council

The issue pertaining to the families and individuals who migrated from Pakistan occupied Kashmir in 1965 dominated the discussion during the question hour in the Legislative Council here today.
Praduman Singh of the Congress had tabled the question to know what steps were being taken to rehabilitate these migrants.Mr Aijaz Khan,Minister of state for finance,in his reply said that niproper survey had been conducted to ascertain the total strength of the displaced people from Pakistan occupied Kashmir.He,however,stated that 15000 families had migrated from Devabatala which formed part of Chhamb.He said that those families who were uprooted from Chhamb area in 1965 were settled in camps in Udhampur and when the situation improved they returned to their native places.However,all displaced families from POK,who opted to stay in Jammu and Kashmir,were allotted agricultural land.He said that those migrated from POK were permanent residents of the state and were entitled to permanent resident certificates but proprietary rights on the allotted units were yet to be extended to these families.
Praduman Singh,in his supplementary,asked that the reply was not satisfactory because proper survey had not been done.The Minister assured the member that a survey will be conducted shortly.Bhim Singh of Panthers Party criticized the Government for not having completed the survey during the last 50 years.
M.Y.Teng of the NC wanted to know that those who had been pushed to Pakistan occupied Kashmir will be allowed to settle in Jammu and Kashmir if they chose to return.Nizam-ud-Din Bhat of the PDP alleged discrimination of the displaced families in Keran and Machel.He wanted the Government to frame comprehensive policy so that displaced people whether in Jammu or Kashmir or Ladakh got equal treatment as far as their rehabilitation was concerned.
Aijaz Khan said that the report of the Wadhwa Committee on the matter will be implemented and on the suggestion of Bhim Singh he said that for the first time the demand for tabling the committee report was raised first time and the Government would first take steps for rehabilitating the displaced people.
The opposition members,including Devender Rana,Sakina Itoo and Nasserullah,criticized the lack of criteria for opening of degree colleges.They cited number of places where colleges had not been opened.
