| CBI investigating use of substandard material | | | Early Times Reporter Jammu | Jan 17 Central Bureau of Investigation/ Anticorruption Bureau has taken up investigation against Border Roads Organization and others for using sub standard material for the construction of road executed by it. The CBI during a surprise check unearthed use of sub standard material on the road work executed by Border Road Organization Rajouri through contractor and found the officials had accepted the substandard work executed by the contractor. The cost of work has been worked to be Rs 15, 73, 213 out of the total work of Rs 1, 13, 36, 674. The surprise check conducted in presence of the officers of RTW, SAMPARK and PWD Department representative of the contractor on December 7, 2007 and December 13, 2007 revealed that the work was executed by Azhar Aziz Raina, impersonating as Talib Hussain Chisti of M/S Talib Hussain Chisti, Contractor. As per the terms and conditions of the NIT, a power of attorney was required to be submitted in the department by the contractor, if the work was got to be executed by him through some other person at the time of submitting tender documents. In the present case, no such power of attorney was available on record. It was further revealed that Talib Hussain Chisti who has signed in Urdu in the bank accounts of J&K Bank Ltd Poonch, whereas Azahar Aziz Raina has signed as Talib Hussain in English on various contract documents and work execution documents, impersonating him as Talib Hussain Chisti. The aforementioned facts revealed commission of offences punishable u/s 120-B r/w 419, 420 and 420-A RPC and 5(2) r/w 5(1) (d) of J&K PC Act 2006 BK and substantive offences committed by M/S Rajesh Chandra, the then Executive Engineer (Civil) OC (contract), HS Dilawari, the then AEE (Civil) Engineer Incharge, Virender Singh Supt (work supervisor) all of Border Roads Organization Rajouri and Azhar Aziz Raina and M/S Talib Hussain Chisti of Poonch and accordingly further investigation has been started in the case.
