| Associations in Red: Sports Council initiates inquiry | | | Sanjeev Sharma Jammu | Jan 17 Finding large scale discrepancies in the functioning of various sports associations, the regulatory authority in the state, Jammu and Kashmir State Sports Council has initiated an inquiry against five such bodies by constituting a three-member committee. The committee, which was comprised of Joint Secretary, Siddharth Sharma, Flail Singh and Kuldeep Magotra, has submitted its report to the Secretary, J&K State Sports Council, Ravinder Gupta for further course of action. The findings of the committee focused mainly on operation of accounts, over-due elections of the office bearers and incomplete audit inspection reports submitted with the Sports Council. The inquiry was initiated by Council order No. 544 of 2007. “We were asked by the Secretary State Sports Council to see the reasons behind short comings in certain sports associations. Accordingly, we have submitted a detailed report after verifying the facts with the office bearers of five such associations affiliated with the Council,” member J&K State Sports Council and general secretary of the J&K Volleyball Association, Kuldeep Magotra told Sports & Allied News. The inquiry was ordered against Jammu and Kashmir Amateur Athletics Association, J&K Amateur Boxing Association, J&K Judo Association, J&K Cycling Association and J&K Yoga Association. With regard to Athletics Association, the Council wanted to know why the bank accounts are being operated jointly by president and secretary, which is not in consonance with the constitutional provisions. As per the constitution of the Association, only secretary and treasurer can jointly operate the funds and president has no role to play in this regard. As also the term of the Association has expired on June 23, 2007 and presently the office is being held illegally. Similarly shortcomings were reported by the Sports Council in Boxing Association with regard to elections and operation of accounts besides submission of audit inspection reports short of receipt and payment statements. In the case of J&K Judo Association, the Council found that there were complaints about non payment of dues to the sportspersons despite the fact that they (association) have received the grants from the Sports Council for all participations at the national level. While pointing out at J&K Cycling Association, the Council asked the committee to find: As per the constitution of the Association, secretary and treasurer is competent to operate bank accounts jointly, whereas in practice the bank accounts are being operated by different persons at different times which include the senior vice-president of the Association. In relation to J&K Yoga Association, the Council inquired about audit reports not being provided by the Association with receipt and payment statements as also about expiry of term of office bearers. Likewise in other associations, the Council pointed out that as per the constitution of the Association, secretary and treasurer are competent to operate bank accounts jointly, whereas the same is being done by different persons at different times including the president. “While ascertaining the facts from the concerned office bearers of such sports associations, the committee was told that the arrangement regarding operation of accounts was mutually decided by the members. With regard to conduct of due elections, the Associations complaint non-payments of dues by the State Sports Council,” Kuldeep Magotra disclosed. In the case of president of J&K Amateur Boxing Association, the Council also pointed out that the president of the Association is holding principal posts simultaneously in other Associations like Archery, Women’s Cricket Association in violation of guidelines of Sports Council, Indian Olympic Association and Government of India. Moreover, the application for permission obtained by principal office bearers has not been routed through the proper channel in terms of SRO-164 of 1980. |
