| Only 16119 jobs in 5 years | | Rest were either compassionate or contractual | | Early Times Reporter Jammu | Jan 17 If one looks back at the 2002 election manifesto of the Peoples Democratic Party, there was a big promise of ensuring at least one job to each household. Later, the ruling coalition's election manifesto too echoed the same words. However, at the end of five years when the Finance Minister says that entire economic profile of the state has changed, the job meter says that only 16119 were provided with regular jobs while other few thousands appointed on either compassionate grounds or engaged on casual basis. Since the present coalition government took over in November 2002, as many as 2602 persons were appointed in the government services on recommendation of the Public Service Commission and 8418 were appointed on recommendations of the Services Selection Board. The only other category of people who got government jobs were in the Police. As many as 5099 persons were appointed in the Police department through proper selection process. Chief Minister Ghulam Nabi Azad had said in the legislative assembly on Monday that 83,000 jobs were provided during last five years. His statement and statistics are absolutely true 16119 youth, all other were appointed either on compassionate grounds, regularized from Rehbar-e-Taleem or engaged on casual basis in different departments –including the adhoc lecturers in education department. According to a breakup prepared by the Labour and Employment department: 4477 were appointed on contractual basis, 1719 were appointed on compassionate grounds, 885 daily rated workers were regularized, 3813 Rehbar-e-Taleem were regularized as General Line Teachers. Besides this 3413 were engaged as Rehbar-e-Zirat, another 6310 were engaged as Rehbar-e-Taleem, 6310 were engaged as Anganwari Workers and another 6310 as Anganwari Helpers. Put together even this figure comes out a total of 46273. At the end of the five years, when government is asked that how many were provided with jobs, the answer comes: we have launched several developmental and industrial schemes to create the job avenues. The Labour and Employment Minister Mangat Ram Sharma said that to generate jobs in the private sector, the state government has launched New Industrial Policy to promote industry in the state. Further, the State Government has recently constituted a Cabinet Sub-Committee under the chairmanship of the Health and Medical Education, Labour Employment and Ladakh Affairs to look into the issues of unemployment in the state and recommend suitable measures to deal with the same. The Cabinet Sub-Committee is also assisted by Economic Advisor of the State, Chief Secretary and senior officers. The Sub-committee has met twice and even one of the meetings was presided over by the Chief Minister to look into the problems of unemployment including those of unemployed engineers and ITI trained electricians as well". |
