Last year awarded for honesty and outstanding performance in whatever he is given to do, the Custodial General Kifayat Hussain Rizvi is truly above board.
He has refused to spare the officers of his department for being active party to unauthorized occupation of the Evacuee Property in the state.
Rizvi in an appeal filed passed strictures against Custodian and his field staff, said that Custodian and his field staff cannot absolve themselves from the responsibility. The omission and commission by the Custodian and his field staff has given free field to unscrupulous elements to play with Evacuee Property.
Had custodian not been negligent, the appellant in the case could not have raised illegal construction. It is slackness of the department which encourages such elements to take law into their hands. The Custodian and his field staff should ensure that no such practice is encouraged and Evacuee Property protected from unscrupulous activity. In the present case the Custodian should ensure that the allottee respondent No 1 placed in possession after re-negotiating the premium and rent. |
