| HC issues notice to CS, others | | | Early Times Reporter

The Jammu and Kashmir High Court has issued notice to the State Chief Secretary, Chief Engineer PHE Jammu and Labour Commissioner seeking reply within two weeks in a writ petition filed by Om Parkash Sharma, member PHE Employees Welfare Association.
Sharma in his writ petition has alleged that the respondents Chief Secretary, Chief Engineer and Labour Commissioner are allowing the political and anti-social activities by certain employees of the department for their own benefit thus violating Rule 14 and 19 of the Government Employees Conduct Rules.
The petitioner has further alleged that the, Labour Commissioner who is also the Registrar of Unions in the state has registered a so-called parallel union, overlooking section 5 of the Trade Unions Act which is mandatory provision for registering the union and controlling their activities.
