| Creation of adequate staff, accommodation to be addressed: Saroori | | | Early Times Reporter Jammu | Jan 23 Minister of State for Education Mr. G.M. saroori in reply to the Calling Attention Notice by Mr. Lal Mohammad Sabir regarding the situation that has arisen due to shortage of staff in newly upgraded schools particularly higher secondary school Sagra and Kasblay of district Poonch. He said "presently, 45 High Schools and 24 Higher Secondary Schools exist in districtPoonch and out of these 09 High Schools and 03 Higher Secondary Schools upgraded during 2005-06 and 2006-07 to the existing levels are functioning through internal adjustment". The Minister said "the schools named in the Calling Attention Notice are High Schools and not Higher Secondary Schools as described by the Member and the name of one such school as per our records is Kasbalari and not Kasblay. Out of these, two High Schools, the one located at Sagra has been upgraded to the existing level viz High School during 2005-06 through internal arrangement for which the requisite staff component is awaiting sanction. A proposal therefore stands already submitted to the Planning and Development department and awaiting the clearance of Joint Select Committee constituted for the purpose". "As on date 225 High Schools and 134 Higher Secondary Schools upgraded to the said levels are functioning through internal arrangement in the state. A proposal for creation of staff for 137 high schools and 94 Higher Secondary Schools stand furnished to the Planning and development Department. It is awaiting the clearance of Joint Select Committee," he said. The Minister said "the upgradation of a school involves huge financial implications on account of authorization of concomitant staff and creation of additional accommodation. The creation of additional staff for a Middle School upgraded to the level of High School costs Rs 6.42 lakh as per annum whileas the such creation for a High School upgraded to the level of Higher Secondary School costs Rs 26.77 lakhs. The infrastructural requirement for the upgraded High and Higher Secondary School is estimated to the cost of Rs 30 lakh and Rs 50 lakh respectively on the current rates. It is as a sequel to this and instead focus on consolidation of the already upgraded schools". He said "given the huge implications involved, the government is addressing the issue of creation of staff and augmentation of accommodation in a phased manner. Efforts are on to see that creation of staff proposed to the Planning and Development department is cleared during the current financial year itself, if the resource availability permits so".
