Cabinet decision to make physical education mandatory hangs in balance

From former Chief Minister Mufti Mohammed Sayeed to his successor Ghulam Nabi Azad and from ex-sports ministers Peerzada Mohammed Sayeed to Babu Singh and now back to Haji Nissar Ali, the writing is clear on the wall—play spoilsports with sports.
The State Cabinet under the chairmanship of Mufti Mohammed Sayeed had declared sports and physical education as a mandatory subject in school curriculum and the order had to be enforced from the academic session 2005-06 but two years over it has not seen the light of the day.
The subject had to be introduced at Middle, High and Higher Secondary school level and the during his first tenure as sports minister Haji Nissar Ali had described the cabinet decision as a “revolutionary” one in the sports history of Jammu and Kashmir. Haji Nissar Ali had claimed the cabinet decision to be a brainchild of Mufti Mohammed Sayeed, who had mooted the idea.
No doubt an idea can change one’s life and bring fruits but in the instant case the cabinet decision hitherto has not been implemented, thanks to nonchalant attitude of ministers of the ruling alliance, which always has an adamant bureaucracy to play spoilsport, whatever the issue may be.
However, it remains a million dollar question as to how a decision taken by the state cabinet has not seen the light of the day.
However, to overcome shortage of PETs and PEMs, the government had to create 3000 new posts of such teachers, which even the Director Youth Services and Sports (DYSS), Ravinder Gupta had admitted in a felicitation function of a sports association.
Haji Nissar then had said that government was on the job and all the required posts will be filled in a phased manner within next two years.
Paradoxically, two years have passed since then but neither the posts have been filled nor the cabinet order has been implemented in letter and spirit.
To fill-up 3000 posts of PETs in one go government confronted a financial implication of Rs 22 crore and hence it had decided to engage them on contractual basis.
At the same time, the present strength of over 2700 Physical Education Teachers (PETs) look unprepared for the task. It will create trouble for them if assigned the actual job of teaching sports and physical fitness as a full-fledged subject.
Assigned with the duty to teach the students of middle and above at the school level the basics of sports in addition to the initial training of participation in various competitions organised by the department, the technical staff (PETs and PEMs) looks quite unaware of the challenge ahead.
Interestingly, quite a few PETs are qualified enough to convince the students of 10th or 12th standard. And the rest need to undergo some kind of refresher courses before they are assigned the job.
