| Your intentions were good but initiatives have failed: MLAs tell Azad | | | Early Times Reporter Jammu | Jan 28 As the grants of the departments headed by the Chief Minister Ghulam Nabi Azad came under discussion in the legislative assembly, the members cutting across the party lines hailed his initiative against corruption but concluded that the crusade has failed to bring in the desired results. The Chief Minister heads the important departments of Home, General Administration, Revenue and Information. While talking about the corruption, most of the members said that the Chief Minister must have been feeling as the most disappointed person as he could not curb the corruption the way he had wanted. Bringing home some true examples, Harsh Dev Singh of the Panthers Party said in the assembly that he along with other legislators of his party had met the Chief Minister with concrete evidence against an officer who was "neck deep" in corruption but nothing has been done. He said, "it has been full one year when we personally informed the Chief Minister about the corrupt practices of the officer. Leave aside any action against him he has not even been transferred from his post", said Harsh Dev Singh. Mohammad Yusuf Tarigami of the CPI(M) said that police personnel who have rendered commendable job in serving the state and safeguarding people should be given additional allowances. He stressed on institutionalization of the mechanism of employment in order to address the unemployment problem. He also called for raising the retirement age limit of government employees from 58 to 60 years. Abdul Gaffar Sofi speaking in favour of the grants emphasized on creating additional battalions in the police department for addressing the unemployment problems and helping curb the militancy. He stressed on providing more accommodation to the police personnel and improving the conditions in the prisons. Mr. Sofi also emphasized on creating a tehsil and a degree college in his constituency. He also asked for improving the conditions of state guesthouses outside Jammu and Kashmir. Ghulam Hassan Mir lauded the role of Chief Minister for his efforts to develop the damaged infrastructures in the state. Mr. Mir stressed on a recruitment policy in the state to absorb large number of unemployed educated youth. He lauded the role of police in bringing the situation normal in the state. While speaking on the demands Dr. Manohar Lal said that Chief Minister has taken bold and appreciable steps in establishing Finance Commission and curbing the menace of corruption. He stressed for expediting the employment policy in the state adding that the employment agencies need to be strengthened. Moulvi Abdul Rashid demanded upliftment of remote and backward areas by way of making reasonable allocations for these areas. He also demanded filling up of the vacant posts in various departments especially in education department.
A. R. Veeri said that process of recruitment be made time bound and sought restoration of district cadre posts. He suggested bifurcation of Kashmiri Pandit migrant families for registration purposes and enhancement of monthly honorarium of Home guards and SPOs. Balwant Singh Mankotia demanded solution of the problems confronting Talwara migrants and release of HRA as per C category zone norms in favour of the employees working in Udhampur town and restoration of district cadre posts. Sarfaraz Ahmad Khan demanded early completion of ongoing projects in his constituency and increase in monthly honorarium to part time community participation and causal labours in PHE department. Raman Bhalla demanded employment package for the youth and urged for redressal of the problems of refugees. Raman Mattoo stressed on improving the living standard of Kashmiri migrants and special employment package for the migrant educated youth. He also stressed on protection of migrant property in the valley. He demanded setting up of Shardhapeeth University in the state. |
