| NC offers "safe passage" to CM | | Walkout to allow discussion on grants | | Early Times Reporter Jammu | Jan 28 The belligerent National Conference after several days of uncompromising protests and stalling the proceedings of Legislative Assembly today offered a safe passage to the Chief Minister Ghulam Nabi Azad to hear the grants of his departments. All eyes were today focused on the action of National Conference as grants for the departments headed by the Chief Minister were listed for discussion today. Had the opposition National Conference continued with its unprecedented protests the Speaker would have forced to adjourn the House once again. However, this did not happen today.
When the Speaker Legislative Assembly Tara Chand announced discussion on the grants pertaining to departments headed by the Chief Minister, the opposition members again got up seeking discussion on the Kundal report into Forest department irregularities. Amidst noisy scenes, the Chief Minister assured the House that the government is not hesitant to have discussion on the issue but the Opposition should first behave properly and cooperate with the Chair for smooth running of the House. After the Chief Minister finished with his statement, the opposition members who were already on their feet, staged a walkout for the assembly. Nothing was audible in the din. Earlier the Chief Minister while trying to pacify the opposition said that the government was ready to discuss the Kundal Report in the Legislative Assembly and asked the opposition to spell out when it wanted to discuss the Report if it was not ready to do so today. The Chief Minister reminded Mr. Rather that his party had said that it was not running away from discussion on the Kundal Report. He said since the discussion had been listed for today the opposition members should participate. He did not agree with the opposition demand that ministers should resign first and said that they were asking for judgment without the case being pleaded by the two sides. The Chief Minister said that he would request the opposition to initiate discussion on the Report as per the business of the House today. However, he said that if they so liked they could convey the date on which the discussion could be taken up. He said it was the duty of both opposition and the ruling party to ensure smooth functioning of the House, adding that the House did not belong to one or the other party. The issues discussed in the House were closely linked with the people of the State, he said, adding that the proceedings of the House had been disrupted on this issue for several days and now was the time that the business of the Assembly was allowed to carry on smoothly. He suggested that instead of the opposition taking up the matter in piece meals it would be proper that a discussion is held and the members of the opposition put forward their opinion and get reply from the government. The NC members, however, walked out of the House following which the Assembly took up demand of grants moved by the Chief Minister for the departments under his charge. |
