| 66 % plan works still incomplete | | Advanced budget session fails to serve purpose | | Early Times Reporter Jammu| Feb 3 Despite advancing the budget session for over two months consecutively for two years, no lessons appear to have been learnt except catching big headlines that “Jammu and Kashmir has set a new precedence”. It may sound shocking –only 34 per cent achievements have been registered in the current financial year so far, which closes on March 31, 2008. For two consecutive years, the coalition government has been claiming that advancing of budget session will introduce a regime of efficiency and timely completion of works. However, as per a document of Finance department has been learnt that only 34 per cent of the total works envisaged under the plan outlay has been completed so far. This speaks about the dismal performance of the government on development front. The situation is same at both state and district plans. It may be mentioned here that the total plan outlay for the current year was pegged at Rs 3966.59 Crores. Out of this, an amount of Rs 3231.57 per cent was earmarked in the state sector and Rs 728.83 in the district sector. The latest appraisal reveals that only Rs 1003 Crores have been spend on the state sector and Rs 248 Crore have been spent in the district sector. There are 12 broad sectors which are covered in the plan. Towards the end of 10th five year plan –which coincided with the present financial year –there were a total of 4217 different schemes under execution. Of the total schemes 3597 or around 85 per cent were in the state sector and 620 or around 15 per cent were in the district sector. Commenting on the advanced budget session, the Finance Minister had recently said that one of the major reasons for this was the optimal utlisation of the lean winter months for seeking legislative approval for the budgetary proposals much ahead of the norm so as to help maximize the limited working season for implanting and monitoring plan schemes. However, the appraisal of the ground situation does not suggest this.
