| PUCL for early implementation of RTI in J&K | | | Early Times Reporter Jammu | Feb 4 Balraj Puri, Convenor PUCL J&K State, has urged the state Chief Minister to take measures to implement its declared decision to bring the J&K Right to Information Act at par with the Central Act, as was desired by the governor who had sent the bill back to the state government for reconsideration without giving his assent. In a press statement issued here today, Puri said, that the atmosphere in the last session of the assembly was not favorable to reconsider the bill, he questions the wisdom of returning the bill to the governor under the plea that it is a money bill on which, vide the constitution he is bound to give his assent. According to the legal opinion sought by the Commonwealth Human Rights Institute, quoted by Puri, a bill vide section 77 of the state constitution shall be deemed to be a money bill if it provides for imposition, abolition, remission, alternation of any tax. As none of the provisions of the J&K RTI bill involves any changes in the existing taxes, he argues, the government should have reconsidered the bill returned to it by the Governor for the purpose. |
