SRINAGAR, Apr 17: Amidst claims about rationalization of teaching staff in the government schools the situation is distant far from reality and that too in the outskirts of Srinagar, summer capital of Jammu & Kashmir.
Early Times has learnt from sources that there is a huge imbalance between the students and teachers in the Humhama and Sheikhpora areas. Although, the Humhama and Sheikhpora areas fall in the Budgam district their proximity with the summer capital of the state has always been an attraction for the government teachers.
"The imbalance can be gauged by the fact that around 50 teachers are posted in the government schools located in the Humhama and Sheikhpora areas. The roll of the students in these schools is not more than 80. The teachers posted in these schools belong to influential families and they are enjoying the benefits like anything," said sources.
Sources said that some top officials posted in the office of Chief Education Officer (CEO) Budgam transfer the teachers belonging to influential families to the schools located in Humhama and Sheikhpora areas. The main attraction for the transfer of teachers to Humhama and Sheikhpora schools is the House Rent Allowance.
"Since the Humhama and Sheikhpora areas fall close to municipal limits of Srinagar district the HRA paid to the teachers is the same as paid to the teachers of Srinagar district. The officials who are the district heads of their respective sections receive hefty sums from the teachers who want to be transferred to the Humhama and Sheikhpora areas," said sources.
Sources said that one of the two officers belonging to a backward area was recently transferred from the Budgam district. They said that although the officer was transferred after six years he is trying his best to get the transfer order revoked so that he could enjoy the 'privileges' at the previous place of posting.
"The office of CEO Budgam is in shambles and corruption is ruling the roost at this office. The two district level officers were able to dictate terms and earn huge money by effecting transfers of the teachers to educational institutions located in Humhama and Sheikhpora areas. One of the two officers was made in-charge of transfer mela in the district and it was here that he made merry," said sources.
Sources said that 23 teachers are posted in the three middle schools located in the Humhama and Sheikhpora areas. The roll of students in these schools is 12 each. They said that same is the case with the primary schools and the high school in the two areas. The teachers attend to their duties on rotational basis and the staff strength is never full.
