Jammu and Kashmir Cricket Association (JKCA) has been suffering severely during last couple of years from lack of administrative grip, non-observance of established rules, systems and more importantly laxity of control over expenditures.
The improper and unauthorized selection of JKCA teams, managers, captains and coaches are other issues which have been highlighted by the former general secretary of the richest sports body in the state, M L Nehru in a ten-page document, which he calls a `White Paper’, published recently.
Circulated to the cricket community including the JKCA president, Dr Farooq Abdullah, and all the affiliated units of the Association, the document in the form of a booklet has exposed the functioning of the Association in a detailed manner.
In the covering letter addressed to the JKCA president, Nehru said, “A condition of anarchy and secretive decision making in respect of expenditures and other general working is prevailing in the Association, so efforts are to be made to diagnose deeply the disease that has infected JKCA.”
Terming the functioning of present body as ``unconstitutional’’, Nehru, who is president of one of the affiliated clubs--Kashmir Cricket Club Srinagar, further said that as per the rules, the valid constitutional life of office bearers is one year whiles the life of present office bearers has expired on April 16, 2007.
“Functioning after the expiry of the valid life by the office bearers is illegal and immoral unless any valid reason for not being able to call for fresh elections,” said Nehru’s `White Paper’. It called upon the president to ensure that these rules are obeyed in letter and spirit and not allow office bearers to take advantage of their continuing to function unauthorized.
Appealing before the JKCA president to stop appointing `arbitrary’ office bearers, this former Chief Engineer and an active member of the Association had a special mention about practice of appointing office bearers like `working president’ started from 2003. “Never before this was done in the past 50 years of JKCA functioning, the reason being no such post has ever been created nor any amendment to JKCA rules affected. Similarly appointment of assistant treasurers is not covered by rules an if Association wants so, the rules should have been amended so that functioning of persons on these posts becomes legal and effective,” asserted Nehru.
Exposing the mess prevailing in selection process at different levels, the document mentioned that: No office bearer is morally or legally authorized to discharge functions of selectors because JKCA working committee alone is empowered to select various teams through its elected selection committees as also the captain, vice-captain and managers. No office bearer has the powers to change the list, add to it or delete any name from the list.
Feeling no hesitation in terming the selection process during 2006-2007 cricket season as `illegal, immoral, biased and sub-standard’, this angry old man, caring for cricket said, “the deserving players have been ignored and some of those who have approached or influenced office bearers, have been selected. Merit and suitability of players has been completely ignored, resulting in overall poor performance by the teams. There is a death nail for JKCA.” |
