BCCI funds are no personal but public money: Nehru

The funds received from the Board of Control for Cricket in India (BCCI) does not belong to any individual but are public money, to be used for the cricketers’ welfare and need to be spent with care, caution and integrity.
This has been mentioned as item No. 6 under the head `JKCA funds and expenditures’ by the former general secretary of Jammu and Kashmir Cricket Association (JKCA), M L Nehru in a document called `White Paper’ submitted to the Association president, Dr Farooq Abdullah.
“The JKCA, at the moment, does not have any funds which can be called as its own, so the spending by it (JKCA) for various activities need care and caution as the same are meant for the children who are cricketers,” said Nehru.
To achieve the objectives, the JKCA rules provide for sub-committees like the Purchase Sub-Committee and the Finance Committee, which in the past were framed by the Working Committee. However, surprisingly, during 2006 and 2007, formation of these committees was deliberately avoided.
“This emission of an established and necessary procedure has resulted in expenditure of huge amount without control and authority resulting in possibility of pilferage and supply of substandard equipment at much higher rates,” mentioned the former JKCA secretary.
The purchases for the JKCA also include purchases of services like transportation, lodging and boarding as also no field catering.
Moreover, no financial decisions are supposed to be taken by the treasure or general secretary or any office bearer. In this regard Nehru said: The treasurer is empowered to account for expenses made and approved by the secretary or chairman. No expenditure vouchers can be passed by these two (secretary or chairman) unless the finance committee and the purchase committee, who represented the working committee, has cognizance of the same.
As per the laid down rules, the operation of bank accounts of the Association is entrusted to chairman, general secretary and the treasurer jointly. These three office bearers cannot separately or individually operate the accounts. “This function is presently in the hands of district court which has been consented to by the litigating parties. In any case all attempts should be made to come out of the courts and follow the JKCA rules,” rued Nehru.
He terms it unfortunate that the ``mindless litigations’’ by some members was the root cause of JKCA landing into a financial crisis.
“The lending of money to the tune of over rupees one crore to JKCA by some enthusiastic cricketers, though admirable, does not augur well for the association. Involvement of personal and private funds in the Association, particularly when the Association coffers are well filled, is not to be encouraged. Such adventurism has very serious repercussions on the tranquility and systematic functioning of the cricket body,” Nehru lamented. (To be concluded)
