CJ stresses for disposal of pending cases
3- day Judicial Workshop for speedy justice inaugurated

Chief Justice of Jammu and High Court, Justice KS Radhakrishnan in his inaugural address in Northern Zone Regional Judicial Workshop on ‘Techniques and Tools’ of enhancing timely justice has said that delay reduction should be the key component of our deliberations due to large backlog of cases pending before various Courts. Citizens of this country expect speedy, inexpensive and quality justice from our judicial system. Delay will weaken out system and people who trust us may resort to other methods of dispute resolution, the CJ said adding ‘we must evolve new techniques and strategies to speed up the disposal of pending cases.
Sharing his experience the Chief Justice said that delay is at every stage of litigation right from the beginning to the end of litigation. If there is any end, delay is at the very stage of presentation of the cases, tendency of not paying the court fee in civil cases is all pervasive. Instances are many. The amount of court fee is diverted for ulterior purpose at the cost of judicial system, he said.
CJ further said that judicial officers have to evolve proper Court management techniques since it is for them to control the court proceedings. Connected matters can always be clubbed and disposed off together. Judicial officers, should remember when a case is weak, there is always a tendency to delay the case to the disadvantage of other side. Judges should curve this tendency and effectively mange their Courts. Prayer for adjournments by those persons should not be allowed; the case itself should be disposed off earlier, the CJ maintained. He said the delay in delivering judgments is also a serious problem in spite of repeated directions given by the Apex Court, the situation has not improved. Delay in delivering judgments would affect its quality and justice will be a casualty rendering sufficient grounds for admission at the appellate stage, he said and added that judgment writing is an art. Eschew unwanted and irrelevant facts, deal with essential and address the legal issues pointedly given no room for doubt at the stage of admission at the appellate stage.
The National Judicial Academy, in view of the Chief Justice, should conduct courses in the line with IBM and other business schools for proper case and Court management techniques. CJ pointed out that if only we could tackle the backlog of cases we can effectively implement alternate dispute resolution mechanisms with success.
Chief Justice congratulate the National Judicial Academy and the State Judicial Academy for holding a conference of this nature for the first time in J&K State and wished all success to the three day workshop.
Earlier, Justice Hakim Imtiyaz Hussain Judge-Incharge- State Judicial Academy read out his welcome address and warmly welcomed Professor Dr. Mohan Gopal of National Judicial Academy.
In the 3- day Northern Zone Judicial Workshop, besides the judicial officers of the J&K State, the Judicial Officers of UP, Delhi, Madhya Pradesh, Punjab, Haryana and Uttrakhand are participating. JNF
