JKCA is democratic, not autocratic: Nehru

Rule of rules should be followed and not rule of rulers as the Jammu and Kashmir Cricket Association (JKCA) is a democratic institution and not autocratic. Genuine persons for the posts of office bearers should be appointed and voted, irrespective of their affiliations to any group, club or on the basis of regional and religious affiliations.
This has been stated by the former general secretary of the JKCA, M L Nehru while suggesting measures to end to the prevailing mess in the cricket body of the State in a document called `White Paper’, submitted by him to the Association president, Dr Farooq Abdullah.
The paper mentioned that president of JKCA is a personality of high stature and can play a lasting role in the affairs of the Association. The dream of seeing a clean functioning of the Association can be fulfilled if persons of high integrity and intellect are at the helm of affairs and if only democratic functioning is re-established.
“To give fresh life and authority to the existing body, free and fair elections should be held at the earliest. These elections should be conducted by secret ballot as directed by the president as early as in 1987,” reminds Nehru.
After free and fresh elections of office bearers, a special general body meeting should be called to consider and pass any amendments to the rules as may be recommended by the constitution amendment committee. Till then no fresh office bearers’ posts should be deemed to have been created in anticipation.
Nehru says:” Sincerely speaking, if inaction and divide and rule policy continues to be followed, it will ultimately recoil and in reaction, the BCCI also might get involved in JKCA affairs which will be unfortunate,”
With regard to disputes, the former general secretary said, “In case of dispute within an affiliated unit in respect of nomination to the working committee, the particular unit or club should stay away from the JKCA meetings till the dispute if finally is resolved. However, the court orders should be followed and not ignored.”
Separate coaches for batting, bowling and fielding, as per the document, is the need of the day, particularly for the younger age groups. “Occasional inclusion of outside coaches is welcome but only if advised by the technical advisory committee. At the same time local trained coaches should be preferred,” Nehru suggested.
To ensure transparency in financial transactions, a monthly detailed statement of accounts and expenditure should be circulated to each affiliated unit, he said.
In connection with infrastructure development, the former Chief Engineer and president of Kashmir Cricket Club Srinagar, Nehru said, “The JKCA is and has been in dire need of a sporting infrastructure both at Jammu and Kashmir. In Jammu region this need is more severe and no steps have been taken to develop the same during 2006 and 2007. A sub-committee comprising senior cricketers.
