| North Zone Judicial workshop concludes | | CJI delivers valedictory address | | Early Times Reporter Jammu | Feb 10 Three-day workshop on Techniques and Tools for enhancing timely justice, inaugurated by Chief Justice of Jammu and Kashmir High Court on February 8 concluded at General Zorawar Singh Auditorium Unviersity of Jammu today. On this occasion, Chief Justice of India, Mr. Justice K. G. Balakrishnan, in his valedictory address asked legal experts and judicial officers to share their ideas and disseminate their knowledge gained during the workshop to their colleagues in their respective areas. He said that since last one calendar year, such workshops were organized at Kolkata, Ahmadabad and Delhi. He said that next workshop would be held at Cochin. Speaking about the objectives of holding such workshops, Justice Balakrishnan said that judicial officials have to face the challenges boldly and to move forward according to the changing circumstances on the global level. Guest of honour, Judge Supreme Court of India, Mr. Justice S. B. Sinha while addressing the workshop called the event as National Intimation from Kanya Kumari to Kashmir. He said that judiciary must know its destination and instead of making judgments law oriented, it should be justice oriented. He impressed for providing justice to people in practical as injustice is threat to justice everywhere. Counting the qualities of judicial system, Justice Sinha said that it comprises of consciousness, commitment and character, adding that these qualities need to be within us, imbibed in us and inculcated to trainees through various workshops and programmes. Lauding Jammu and Kashmir High Court for its larger role in providing necessary facilities to judicial officers, Justice Sinha said that J&K is the first state of the country, which started its first judicial academy in the state. He said that recently state suffered earthquake, J&K High Court showed way to entire India as to how should we distribute rehabilitation package among sufferers. Chief Justice of Jammu and Kashmir High Court Mr. Justice K. S. Radhakrishnan while addressing the concluding function said that success of this workshop depends not on the techniques or strategies evolved or the knowledge, acquired by sharing one's experiences, but how successfully and effectively we can practice or utilize these techniques for rendering speedy, inexpensive and quality justice to litigant public. He said, "every state has its own identity, socially, economically and historically, so also problems of it self. Problems and issues increasingly faced by the judicial officers in this part of the country may be novel to their counterparts functioning in other parts of the country. This state has faced periodical turbulences over the years, but the presence of our judicial system is felt in every nook and corner of the state of Jammu and Kashmir. Judicial Officers are working in adverse and trying conditions both manmade and due to vicissitude of nature. Nature of cases dealt with by the judicial officers of this part of the country is peculiar to themselves but they are unflinchingly protecting and preserving the properties, lives and other valuable rights of the citizens. He said, however, Justice has to be meted out to the people who are living in abject poverty in far-flung areas, who are vulnerable to pressures. Judiciary in the state has always been a beacon of faith and hope for the people of the state while it is and was undergoing testing and turbulent times. Neither the political uncertainty or its emotional upheaval nor acts of militancy has blurred the judicial system in granting relief to the victims of repression and in protecting human rights". Chief Justice of India Mr. Justice K. G. Balakrishnan released SJA Newsletter published by J&K State Judicial Academy on the occasion. Earlier, Mr. Justice Hakeem Imtiyaz Hussain presented welcome address and Director NJA Prof. Dr. Gopal presented vote of thanks. Justice Nissar Ahmad Kakro, Mr. Justice Nirmal Singh, Mr. Justice Varinder Singh, Mr. Justice Y. P. Nargotra, Mr. Justice J. P. Singh and Registrar Judicial Mr. Justice Abdul Wahid participated in the workshop. Director SJA, Mr. Justice Ghulam Mohi-ud-Din Dar, Principal Session and District Judge Mr. Nazir Fida and head of Law Department Jammu University Prof. V. K. Kapoor attended the function. |
