| Dilli Meherbaan, Mantri Pahalwan | | Ahead of elections, Ministers obtain sops from Center | | Early Times Reporter Jammu | Feb 14 In run up to the general elections, one after the other, the Ministers from Jammu and Kashmir are snatching the last minute sops from the central government to hardsell the same to their electorate. A day after Chief Minister Ghulam Nabi Azad got the bundle full of new projects and programs in the state, the Rural Development Minister Mula Ram has got the central government agreed to extend the state Rural Development plan by another two months. The Chief Minister in his around 24 hours long stay in the Union Capital managed central fund sharing in Baglihar project, a new thermal power project, two air strips and modernization of Srinagar and Jammu airfields. Earlier, last month the Social Welfare Minister Abdul Ghani Vakil obtained central funding for 600 more Anganwari centers in the state while Education Minister Gulchain Singh Charak got more funds for the renovation and preservation of Mubarak Mandi heritage. The Horticulture Minister Dillawar Mir, who also happened to be in New Delhi today, succeeded to get approval of the Centre for provision of front ended incentives through J&K Bank for creation of Post-Harvest infrastructural including C.A Stores, Cold Chain, Grading and Packing Houses  to promote horticulture in the State on modern lines. Earlier, the Centre was providing back-ended incentives for such horticulture related projects which hardly attracted entrepreneurs and business houses to invest for creating post harvest infrastructure in the State, as it requires huge investments and expenditure. The Rural Development Minister Mula Ram got the central ministry agreed to extend the state Rural Development plan by two months, Upto June 2008, besides agreeing to provide additional Rs 64 crore under Indira Awas Yojana and increasing the cost of household units under the scheme to Rs. Forty thousand for hilly areas and Rs thirty five thousand for plain areas against the existing limit of Rs twenty seven and twenty five thousands respectively. The decision was taken after the Jammu and Kashmir Minister for Rural Development and Panchayats, Mr. Mula Ram took up the demand with Union Rural Development Minister at his office Chamber during his recent tour to the national capital. The meeting attended by senior officers of both Union and state Rural Development Departments also discussed threadbare other demands put forth by the representatives from Jammu and Kashmir led by the Rural Development Minister Mr, Mula Ram. The Union Minister principally agreed to extend the period of utilization of funds provided to the state under various centrally sponsored schemes to June, 2008. The state government has projected the demand on the grounds that the pace of utilization under different schemes suffered due to inclement weather conditions and unprecedented snow fall witnessed this winter Following the decision the state Rural Department would be able to avoid the lapse of funds available under various schemes for the current financial year by getting considerable time for their utilization. |
