| ‘Mismanagement resulted in increase of forest degradation’ | | | Early Times Reporter Jammu | Feb 15 The Comptroller and Auditor General of India has held absence of check on grazing and encroachment responsible for the increase in degraded forest area in Jammu and Kashmir during the last several years. It has stated that as a result of mismanagement of afforestation funds and manpower the forest area in the state had got squeezed.The report has revealed that against over 2200 hectares of forest land having been diverted for non forest purposes between 2002 and 2006 only 719 hectares of forest area was raised. The state Government had also not taken in hand measures needed for promoting natural regeneration and vegetative growth for restoration of forest cover as there were no steps initiated for checking grazing in the forest area.It said that because of unrestricted grazing out of 7.84 lakh hectares of forest area in nine divisions in the state 3.08 lakh hectares continued to remain degraded. As per the report the Government had set a target of raising 64,000 pillars during 2002 and 2007.Over Rs.four crores had been allocated for the project but only Rs.1.48 crores had been released with the result only over 20,000 pillars had been erected to fence the forest area for checking grazing.The report does not treat Government departments allegation that the target could not be completed because of inadequate release of funds when between 2002 and 2007 the Government had failed to utilize Rs.50.76 crores allocated for these projects.The result was that 3378 hectares of forest land in nine divisions had been encroached. |
