| Azad’s corruption drive yet to yield results | | Corrupt officials enjoy important portfolios | |
Jammu, Aug.25 : Tall claims made by the chief minister Ghulam Nabi Azad to eradicate all evils including corruption from the state, could not yield good results as the malpractices and misuse of state exchequer by the corrupt officials of both government and semi government departments continues even today. It is perhaps very hard to believe but is fact that corruption can’t be wiped out from the system where it is rooted, so deep that it would take another fifty years to go. “The days are gone when the officers were afraid of their ministers or the offices meant to curb all odds of the society” says Ashok Kumar a retired official While taking bribe, an official of reputed office, whose name could not to be disclosed for some reasons, where from people expect rid of corruption one day said in a public view that ‘JAB GOD SE NEHI DHARNA TO LOOGOUE SE KHAH DHARNA’ Every one knows that corruption is cancer but at the same time they get addicted to it, as their dreams could not come true with out getting themselves involved in this menace. “I saw so many offices where bribe is taken as a token of love and the officials who practice this love are proud of themselves” says a young officer on the condition of anonymity. The step which the chief Minister took after he assume the charge of Government was welcomed by all but the welcome flowers could not survive for long for more than six months. There is hardly any department where the roots of corruption are not found mostly in such departments which are executing agency for centrally sponsored schemes in the state. “We have to pay a hefty amount for getting our projects passed from the centre” said an officer in civil secretariat who doesn’t want to be named, adding that the amount which is spent in Delhi or at other places, has to be recovered from the departments who have to execute the works. “Those booked in connection with corruption cases are never convicted by courts for the reason that the investigating agencies always fail to prove them guilty”, says a senior citizen, adding that hundreds of government officials have been booked so far and very less percentage of them gets punishment. If one will go back in history sheets of vigilance organisation, he would found the names of hundreds of such officers and engineers, who had been caught red handed while taking bribe. But the height of things is that all such officers are free today moving with a certificate that they were not involved. The reason is obvious, that the investigating agencies failed to prove all for what they book them. Some bureaucrats who are presently enjoying price postings with important portfolios are also having the corrupt background but the government is appreciating them for being corrupt ones. Some of the retired officials and bureaucrats have been reemployed even after knowing that they have looted state exchequer with both hands. How an official is sincere if he would get his sons employed through backdoor entry which perhaps people don’t know. “For a common man the news item of arrest of any official is enough to believe that government is committed to eradicate corruption from the society” said a scholar adding actually they don’t know the funda of the slogans made by the governments. |
